The U.S. Army Mission Installation Contracting Command (MICC) Fort Belvoir hereby solicits for a five (5) year Firm-fixed Price supply contract with associated delivery of said supplies on a regular and recurring basis (approximately every two weeks or as needed if sooner). The contract will include the FAR 16.203-3 Economic Price Adjustment (EPA) Clause to allow for fluctuations in the suppliers costs to provide the chemicals. Any and all request for adjustments under the EPA Clause will be reviewed for a "Fair and Reasonable" determination in accordance with FAR 15.404-1 by the Contracting Officer prior to approval. Each Period of Performance under the awarded contract shall be for 365 days with the exception of the period of performance that includes February 29th (Leap Year). That period of performance shall be 366 days. There are five (5) separate Firm-fixed Price CLINs, one for each chemical, "Quantity" and "Unit" types vary. A sixth Firm-fixed Price CLIN is for delivery only and the "Unit" is "Job" to allow for invoicing as needed. FAR 52.216-2 Applies to all CLINs including those CLINs to be priced under FAR 52.217-7. FAR 52.217-7 CLINs are included for each CLIN during the BASE period and subsequent OPTION periods should the need for additional quantities increase beyond the established quantities. FAR 52.217-7 CLINs shall be priced by the Offeror on the basis of one unit whether it be "Tote" or "Drum", The Attached Excel file is not mandatory. The Basis of Award is Lowest Price Technically Acceptable under FAR 15.101-2. The lowest price shall be determined by adding the sum of all CLINs, including the FAR 52.217-7 CLINs and comparing each offer against all other Offerors whose proposal is adjudicated as "Technically Acceptable" by the source selection board. Response to Vendor Question received 08/22/2023: All chemical needs to simply mirror the WWTP Chemical (Salient) Characteristics section of the solicitation for each chemical. Chemical name does not matter Buy-in and unbalanced pricing by Offerors is strongly discouraged. ****QUESTION AND ANSWER PERIOD**** All prospective Offerors shall submit questions no later than 12 August 2023 at 3:15 PM EDT. All submitted questions will receive a response within 72 hours. Gecewicz - David.L.Gecewicz2.civ@army.mil with QUESTION in the subject line. ****IMPORTANT NOTICE**** Should the Government receive only one (1) offer by the submission deadline that is "Technically Acceptable" and the proposed price is determined to be "Fair and Reasonable", the Government may, at its discretion issue the award without further competition on a Sole Source basis in accordance with FAR 6.302-1 (a)2(iii)(B) "Unacceptable delays in fulfilling the agency’s requirements".
