This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. Arlington National Cemetery (ANC), in an effort to continue to support the need for suitable soil for grave closures as well as various other projects ANC interment operations division has identified a need to have the clean excess soil generated from sifting operations removed from ANC.
