A 30 day transistion cannot compensate for the experience required of each category that requires a minimum number of years in the particular fiels. Capability are welcome as are infromal burdened rates for the updated numbers of FTE required. ******There will be an industry day scheduled within 10 days close of this notice. The Agency will present each interested party with a list of questions that require a response demonstrating full capability to perform services in accordance with the PWS at that time. These questions will be transmitted electronically to interested parties unable to attend the industry day virtual event. The After the industry day interested parties will have an opportunity to present questions in written format to the customer agency no later than the 5th business day after the industry day. No exceptions shall be made. Questions pertaining to this posting shall be submitted to the POCs listed on this announcement not later than the 14th of August 2021 at 3:00 PM Eaaster Standard Time. No exceptions will be granted. 1. Background. The US Army Aeronautical Services Agency (USAASA) serves as the Army’s responsible official for airspace, aeronautical flight information, air traffic control (ATC), and flight procedures policy, joint military-civilian use of Army airfields, and as the Force Modernization proponent for Army airfields and heliports (AAFs/AHPs) worldwide. Serves as the DCS, G–3/5/7 responsible official for developing aviation weather policy in coordination with DCS, G–2. USAASA develops policy and methods for obtaining, defending, and protecting access to Army airspace for the purpose of training, testing, and demolitions. USAASA has responsibility for negotiating and ensuring Army forces have the required airspace to test and train to safety standards, including reset and pre and post deployment activities as well as providing worldwide critical safety of flight products. USAASA supports intra and inter-military organizations, the Army Staff (ARSTAF), the Joint Staff, Office of the Secretary of Defense (OSD), and national and international organizations RTCA Inc., (formerly RadioTechnical Commission for Aeronautics), International Civil Aviation Organization (ICAO), North Atlantic Treaty Organization (NATO), etc. As the Headquarters, Department of the Army (HQDA) Deputy Chief of Staff (DCS), G-3/5/7 functional proponent for AAFs/AHPs worldwide, USAASA has oversight of 80 AAFs/AHPs and develops policies and procedures pertaining to ATC, AAFs/AHPs and airspace operations. USAASA coordinates and monitors the execution of programs and initiatives sustaining operations, maintenance, and management for AAFs/AHPs. Additionally, USAASA manages the development and integration of the Army’s Management Decision Package (MDEP) to support HQDA G-3/5/7 requirements to resource and sustain the operation of Army AAFs/AHPs across major and service commands worldwide, ensuring stakeholders’ requirements are identified, defended, and presented. Support also includes the strategic development of operations and policies of AAFs/AHPs and the HQDA Air Traffic and Airspace (AT&A) Program. USAASA ensures AAFs/AHPs actions are governed in accordance with (IAW) the following Army regulations (AR), Unified Facilities Criteria (UFC), Federal Aviation Administration (FAA) Job Orders (FAA JO), Engineering Technical Letters (ETL), Training Circulars (TC), policies, and guidelines: AR 1-1, Planning, Programming, Budgeting and Execution System - Serves as the MDEP Manager and develops and justifies all resource requirements for the QAAF MDEP, coordinates QAAF MDEP issues with HQDA and Major Commands appropriation sponsors, program integrators, manpower and force structure managers, and program and performance managers. Documents background, assumptions, and changes to programs affecting the QAAF MDEP during each phase of the planning, programming, budgeting and execution (PPBE) process. Provides information to be included in budget justification materials. Understands all associated requirements, models, and appropriate feeder systems such as:Installation Status Report (ISR), Real Property Planning and Analysis System (RPLANS), Standard Service Costing (SSC) and/or Advanced System Improvement Plan (ASIP). Inputs data into R-Builder software in coordination with all appropriate stakeholders including Reserve Components, Army Commands (ACOM), or other HQDA staff sections, and their respective Assistant Chief of Staff for Installation Management (ACSIM-RD) Analyst. AR-5-22, The Army Force Modernization Proponent - Approves and establishes priorities, validates requirements, manages resource allocations and resolves AAFs/AHPs Doctrine, Organization, Training, Material, Leadership and Education, Personnel, and Policy (DOTMLP-P) issues with affected force modernization functional proponents. AR 95-1, Flight Regulations- Provides AAFs/AHPs general provisions on training, standardization, and management of aviation resources. AR 95-2, Air Traffic Control, Airfield/Heliport, and Airspace Operations - Provides administrative and operational policy and procedures for all Army organizations providing ATC, airfield/heliport, and airspace operations worldwide. Ensures the development, coordination, and implementation of plans, policies, and procedures pertaining to use of AAFs/AHPs by other than DOD aircraft. Serves as the Assistant Secretary of the Army (Installations, Energy and Environment) (ASA (IE&E)) responsible official for civilian, joint and shared aircraft use of AAFs/AHPs. Promulgates AAFs/AHPs quality assurance checklists. Formulates a consolidated position on Army operational airfield/airspace criteria and makes the final determination on all AAF/AHP waiver requests. Ensures ACOM, Army Service Component Commands (ASCC), Direct Reporting Units (DRU), and Army National Guard (ARNG) establish a quality assurance evaluation (QAE) program to maintain safe, efficient, and effective AAFs/AHPs and ensure enforcement of standards and compliance with Department of Defense (DOD), Department of the Army (DA), FAA and other requirements. Develops and implements AAF/AHP operations training program. Conducts a Facilities Validation Board (FVB) and validates, invalidates, or non-concurs with ATC Facility requests. All Offerors shall have a valid D.U.N.S., DLA issued CAGE Code, be registered in SAM.gov and be fully compliant with the 889 Policies per the 2019 NDAA, specifically FAR 52.204-24, 52.204-25, and 52.204-26. Offerors and interested sources who are not fully compliant with the aforementioned shall not be considered a capable source for competitive considerations.
