This is a pre-solicitation notice for a Single Award Task Order Contract (SATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) for Roofing Installation and Maintenance Construction Services. The Solicitation number for this requirement is W91QV1-19-B-1000, and the project’s magnitude is more than $10,000,000.00. This will be issued as an Invitation for Bid (IFB) in accordance with FAR Part 14, Sealed Bidding, and will be competed utilizing the 8(a) program in accordance with FAR Part 19.805-1. This requirement is for the Directorate of Public Works (DPW) at Fort Belvoir, Virginia, to provide construction services, specifically for the provision of all labor, materials, equipment, transportation, and professional services for roofing work; to include, but not limited to the performance of roof removal, installation, repair, sealing and or replacement to number of buildings at Ft Belvoir, VA as needed. All work shall be in compliance with Federal, Local, Industry, State, and Army Installation Guide as required in this solicitation/contract. This instrument constitutes an Indefinite-quantity contract as defined by Federal Acquisition Regulation (FAR) 16.504. This contract provides for indefinite quantity of supplies and/or services for a fixed period for the five (5) ordering periods plus a six month extension; therefore, orders issued under the terms of the indefinite quantity contract shall govern unless otherwise stipulated in the order. Orders under this indefinite quantity contract may be placed from date of award through the 60th month after the award of this requirements. The contractor shall perform IAW Federal, Industry, Local, State regulations and standards, and specifications called to include but not limited to UFC 3-110-03 dated 26 September 2006 for the performance of roofing/construction work for order(s) issued against this indefinite quantity contract. The Government intends to award a Firm Fixed Price (FFP) SATOC IDIQ with an expected five (05) year ordering period from the date of award for construction services at the following locations Fort Belvoir, Virginia; Fort A.P. Hill, Virginia; Joint Base Myer – Henderson Hall, Virginia; Rivanna Station, Virginia; Arlington National Cemetery, Virginia; and Fort McNair, Washington, DC. It is anticipated that a solicitation will be issued on or about 03 January 2020, with any bids from interested parties due thirty (30) days after the solicitation is posted. A formal response date will be added when the solicitation is published. Interested parties shall review this pre-solicitation posting and the attached Statement of Work (SOW) and submit a request for the IFB electronically with the Subject Line Reference: Request for the IFB for Sol. W91QV1-19-B-1000.
