General Information This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued. Solicitation W91QF5-21-Q-0005 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-04, effective 19 January 2021. This procurement is being issued set aside 100% to Small Business, under NAICS code 339950 Sign Manufacturing with a small business size standard of 500 employees. The Department of Public Works (DPW) is seeking to conduct Electronic Sign Maintenance at Fort Lee, Virginia for the following, Period of Performance (PoP) dates. See PWS attached for more information. Base Year (PoP) start on 22 August 2021 – 21 August 2022 Option Year 1 start on 22 August 2022 – 21 August 2023 Option Year 2 start on 22 August 2023 - 21 August 2024 Option Year 3 start on 22 August 2024 - 21 August 2025 Option Year 4 start on 22 August 2025- 21 August 2026 The Government will award a Firm Fixed-Price Contract resulting from this solicitation to the responsive, responsible offeror who is able to meet all requirements in accordance with the PWS, and offers the lowest overall price to the government. Multiple awards will not be made. In order to be considered for award, vendors must have an active registration in the System for Award Management (SAM) database at www.sam.gov. Vendor are responsible to ensure the representations, and certifications in their SAM registration are accurate and current. The Performance work statement (PWS) included as an attachment to this announcement, or subsequent amendment, will be made a part of any resulting award. 2. Communication with the Government Questions: Please submit written questions via email ONLY to the contracting specialist at doris.willsey.civ@mail.mil. Questions will be received up to 2:00 P.M. Eastern Time on August 9, 2021. Questions received telephonically and/or after the designated closing time will NOT be considered or answered. Quote Submission: Quote shall be received no later than 2:00 P.M. Eastern Time on Aug 13, 2021. All quotes shall be submitted via email to doris.willsey.civ@mail.mil. Quotes submitted other than via email WILL NOT BE CONSIDERED. Offerors are responsible for submitting electronic quotes by the solicitation due date and time. Quotes received after the solicitation/ RFQ due date and time are considered late and will be handled in accordance with FAR 52.212-1(f). 3. Submission Requirements: Prospective vendors must submit the following information with their quote package. Failure to submit one or more of the required documents may render the submission unresponsive. Price (using CLIN Structure). See attachment 2. Past Performance –Submit at least three (3) reference for the same or similar work completed in the past eighteen (18) months with the government or commercial entities.
