The Purpose of this Solicitation Amendment is to: a. Extended solicitation response date to March 8,2019,at 3:00 PM EST. b. Added Clins list with the Government minimum Annual quantity. See PWS for clins information The Purpose of this Solicitation Amendment is to: a. Incorporate revised ADDEMDUM 52.212-1-2-4 and added FAR Clause 52.216-1. See attached sol amendment. All other terms and conditions remain the same. The Mission and Installation Contracting Command - Fort Lee, Virginia (MICC-LEE) on behalf of the United States Government has a requirement for 100% Small Businesses to provide Packing, delivery, unpacking, storage and Containerization Services for inbound, outbound and local area drayage through the direct procurement method (DPM). Personal Property for Fort Lee, VA, The anticipated performance period will be a base period of one (1) year plus one (1) option year for a total period of performance of 30 months. Areas of performance for this requirement will consist of three (III) zones in Virginia counties as described in the Performance work statement (PWS). The anticipated contract type is Firm Fixed Price. The Government is contemplating issuance of a single award indefinite delivery indefinite quantity (IDIQ) contract pursuant to Federal Acquisition Regulations (FAR), Part 12 and Part 13. This requirement is for a non-personal services. The contractor shall furnish all personnel, equipment, facilities, supplies, services and materials, except as specified herein as government-furnished, for the preparation of personal property of Department of Defense personnel for shipment and/or storage and related services through the DPM. Work to be performed will be those services in the Schedules awarded to the contractor as outlined in individual Contract Line Item Number (CLIN) items. See attached Solicitation, PWS and technical exhibits for more information. The set-aside for this acquisition is: 100% Small Business. The applicable North American Industry Classification (NAICS) code for this acquisition is 484210 (Transportation, Travel and Relocation Services) and the size standard is $27.5M. All prospective offerors must be registered in the System for Award Management in order to transact business with the Department of Defense (DoD). Registration may be accomplished at http://www.sam.gov/. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation cost. The Government reserves the right to cancel the solicitation either before or after the solicitation closing date. Place of Performance: AREA III (FORT LEE. VIRGINIA LOCAL MOVES) The response shall consist of an electronic copy of the signed and completed SF 1449 and any 1449 amendments or revisions, and an electronic copy for each required document (with signature where a signature is applicable). E-mail proposals must be Microsoft (Word and/or Excel) or PDF Format only. The proposal file should not exceed 5MB in size. Files using .zip or any other file compression utility will not be permitted. Offerors are encouraged to submit Requests for Information (RFI's) regarding this requirement starting 5 February 2019. Vendors will have no later than 20 February 2019 @3:30 PM Eastern Daylight Time (EDT) to submit those inquiries. The Government shall provide responses to those RFI's no later than 25 February 2019. Inquires shall be sent via email to the Contract Specialist, Magno Orellana at magno.g.orellanaalvarado.civ@mail.mil, and the Contracting Officer, Sharon Hilliard at sharon.r.hilliard.civ@mail.mil. Any inquiries from industry submitted to the Government after 20 February 2019 @3:30 PM Eastern Daylight Time (EDT) shall not be addressed. The offeror shall submit the completed offer along with, all other documents identified within the Addendum and attachments for submission with the offer, and all amendments and representations and certifications. The solicitation must be signed and received no later than 3:30 pm Eastern Daylight Time (EDT) on 28 February, 2019. Other electronic or hard copy submissions are not authorized. QUOTES/OFFERS RECEIVED AFTER THE SPECIFIED DUE DATE AND TIME WILL NOT BE CONSIDERED FOR AWARD. Oral Communications are not acceptable in response to this notice.
