This solicitation is a reissuance of https://www.fbo.gov/notices/fbcce72e9948b34d37241b22d02cbb53 The soliciation has been reissued to correct the solicitation number and provide clarity to the requirement. 1. Chemical for water treatment and corrosion prevention for boilers/chilled water loops/cooling towers. Systems to be treated may include, but are not limited to; iron pipe, copper pipe, PVC pipe, plate and frame heat exchangers, stainless steel heat exchangers, fire tube heat exchangers, aluminum heat exchangers and shell and tube heat exchangers; see Exhibit A (attached). Per United Facilities Guide Specification (UFGS) 23 25 00 Part 2 (see Attachment 1), chemicals shall meet all required federal, state, and local environmental regulations for the treatment of condenser-side heat exchangers, cooling towers and direct discharge to the sanitary sewer. The use of chemical-treatment products containing hexavalent chromium (Cr) is prohibited. 2. All equipment required for automatic feed of chemicals will be supplied and installed by the awardee within three (3) business days of award. Equipment must meet the standards prescribed in UFGS 23 25 00 Part 2 (Attachment 1). Awardee shall provide Operations and Maintenance Manuals for each piece of equipment installed. Once installed, equipment becomes the property of the government. Awardee will be reimbursed the cost of installed equipment at fair and reasonable market rates. Vendors shall supply a quote including the specifications and cost of equipment to be installed for budgeting purposes only. Incumbent, if submitting a quote, may provide a quote for currently installed vendor-owned equipment prorated for current usage, or may provide a quote for replacement of existing equipment. The cost of equipment shall not be evaluated to determine the successful offeror. Once installed, awardee warrants that equipment shall be maintained, repaired, and/or replaced as needed by the awardee during the period of this agreement at no additional cost to the government. Equipment replaced during the period of this agreement becomes the property of the government. 3. The current stock of chemicals shall be consolidated in a single location by the government as noted on Exhibit A (attached) and used to treat only that location until current stock of chemicals is exhausted. Equipment installed in this location must be able to perform its intended function using the current stock of chemicals. 4. Chemicals for delivery shall be accompanied by Safety Data Sheets for each container of chemical in each delivery. Chemicals shall be delivered via liftgate truck to Fort Leavenworth, KS. Specific delivery locations will be specified on Purchase orders. All deliveries shall be FOB Destination. 5. The vendor selected for this requirement shall provide monthly water testing and reporting of all treated systems as described in UFGS 23 25 00 Part 3.5.5 Quality Assurance Testing (see Attachment 1). Test reports shall be submitted VIA EMAIL instead of the prescribed booklet format. All Quality Assurance Testing and Reporting shall be performed monthly at no additional cost to the government. 6. The vendor selected for this requirement shall provide necessary corrective treatment as indicated by monthly test results at no additional cost to the government. In the case of manual correction by addition of bulk chemicals, vendor shall provide specific instructions as to the volume and type of chemical to be added; the government shall perform the manual chemical correction per the vendor's instructions. In the case that installed equipment requires adjustment, the vendor shall perform such adjustment. 7. Facilities and equipment to be treated may be added to, changed, or removed from Exhibit A (attached) at any time during the term of this agreement to accommodate changing requirements on Fort Leavenworth. 8. Submitted quotes will be evaluated using the lowest price, technically acceptable method on the basis of the price of chemicals required for annual treatment of equipment currently listed in Exhibit A to maintain the Quality Assurance Specifications prescribed in UFGS 3.5.5 Quality Assurance Testing (see Attachment 1). Closed loop systems should be considered treated and require maintenance treatment only. Cooling towers contain approximately 8,000 as indicated in Exhibit A (attached). Acceptable quotes should indicate price per volume or weight of each chemical and estimated quantity required for each period of performance to provide appropriate treatment of 8,000 gallons under normal operating conditions.
