Introduction and Overview. The United States Disciplinary Barracks (USDB) is a Maximum-Security confinement facility located on the Fort Leavenworth, Kansas military installation. Security cameras are located around the perimeter of the USDB on concrete cast utility poles with original lightning protection systems (LPS) installed that are failing or have failed over the course of almost two (2) decades of exposure to the elements that has resulted in damage to eleven (11) LPS on these poles. 2. Overall Scope. This work will require the Contractor to inspect, test, and report findings along with a detailed cost sheet of all necessary repairs, that if acted upon, will result in fully functional LPS and the safe operations of this vital security layer, additional cost savings will be realized in the protection of the cameras and digital data transmission cables attached to these poles by way of secondary grounding cables and wires. 3. Objectives. Contractor shall provide all labor, tools, transportation, equipment, and any sundry supplies and parts to inspect, test, and create a detailed report of these findings. In addition, the Contractor shall create a detailed line-item invoice of component parts, assemblies and devices that would be required to be replaced, repaired or installed to meet or exceed all regulatory minimum standards to achieve fully functional LPS on each of the fourteen (11) identified concrete utility poles. Each identified pole has security cameras, electronic devices and data transmission lines that must also be grounded using secondary attachment points to ground, also meeting, or exceeding all regulatory minimum standards. 4. Period and Place of Performance. Proposed start date is within (10) days of award, with all work performed on the Fort Leavenworth, KS military installation, United States Disciplinary Barracks building 1140 perimeter and area of operations located at 1301 Warehouse Rd. 5. Order Type/Award Term. 90 After Delivery of Contract (ADC). 6. Technical Overview. a. The Contractor shall be required to complete security training and respond with the appropriate certificates or rosters as required to the assigned COR via email. 1. iWatch Training. The contractor and all associated sub?contractors shall brief all employees on the local iWATCH Army program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within fifteen (15) calendar days of contract award and within five (5) calendar days of new employees commencing performance with the results reported to the COR NLT five (5) calendar days after contract award. 2. AT Level 1 Training. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I Awareness training within fifteen (15) calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within calendar five (5) days after completion of training by all employees and subcontractor personnel. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete Level I OPSEC Awareness training within fifteen (15) days from award while new employees must be trained within five (5) calendar days of their reporting for duty and annually thereafter for the life of this contract. https://securityawareness.usalearning.gov/opsec/index.htm b. Proposed COR: Raymond Murphy, Construction Control Representative, Energy Div. c. The on site Project Manager shall be an employee of the Prime Contractor. Overall responsibilities include; - Ensuring that all personnel scheduled to work on post have made appropriate coordination with the Visitor Control Center to have access to the installation for the proposed time period of work. - Ensuring proposals from Prime Contractor and Sub-Contractor take into account appropriate labor categories under the Department of Labor Service Contract Act. - Ensures coordination upon award with the requiring activity Contracting Officer Representative for a Kick Off Meeting and has the ability to provide a schedule of performance within 7-10 business days after the initial kick-off meeting. - Ensures all Prime Contractor and Sub-Contractor personnel have completed any required Anti-Terrorism and OPSEC training required under this task order as applicable. - Ensures Prime Contractor has WAWF Point of Contact for submission of invoices upon completion of work. 7. All Contractor employees performing work under this contract shall be required to pass a background investigation to gain access to the Fort Leavenworth military installation and apply for a temporary pass, and may also be required to clear the United States Disciplinary Barracks security office access protocols to work within the perimeter of the prison, see TE-M for additional details. To access the installation and the USDB area, the Designated Coordinator can assist with these processes. A seven (7) day pass may be the most appropriate for this work that can be renewed upon expiration multiple times until the work access requirements are complete. 8. Required Tasks. Task 1: Inspect and test all LPS installed on the identified utility poles and create a detailed report of the findings of each. Task 2: Create a detailed line-item invoice from task 1 report showing all necessary repairs to bring each pole to minimum regulatory standards of operations. Task 3: Upon order of the Contracting Officer (KO), execute all approved repairs to bring each pole to fully-functional and regulatory standards. Task 4: Create, Publish and provide a copy to the USDB Maintenance Supervisor a UL Letter of Findings Certificate after all other work and repairs and been completed, for each identified pole. Upon completion of all work, and acceptance by the Designated Coordinator, the Contractor shall submit an accurate and true invoice into the Wide Area Work Flow (WAWF) website. A secure web based system for electronic invoicing, receipt, and acceptance. WAWF allows Government vendors to submit and track invoices and receipt or acceptance documents over the web allowing Government personnel to process those invoices in a real-time, paperless environment. The Contractor shall submit all invoices through the Procurement Integrated Enterprise Environment (https://piee.eb.mil/) in the Wide Area Work Flow application. See Section G for details. 9. Delivery/Acceptance. a. Notice Regarding Late Delivery – The Contractor shall notify the COR, or other authorized representative designated in each Task Order, as soon as it becomes apparent to the Contractor that a scheduled delivery will be late. The Contractor shall include in the notification the rationale for late delivery, the expected date for the delivery, and the project impact of the late delivery. Such notification in no way limits any Government contractual rights or remedies, including, but not limited to, termination. b. Default Acceptance – Notwithstanding the foregoing, any deliverable requiring acceptance by the Government within 10 business days, the Government considers days of final delivery as “Accepted” if the Contractor has received no written notice of non-conformity within the acceptance period.
