The Mission Installation Contracting Command - Fort Leavenworth intends to issue a firm fixed-price, requirements type contract (FAR Subpart 16.503) for the acquisition of non-personal services to provide sump services for both in-ground grease trap tanks, and oil-water separator systems on Fort Leavenworth, hereby referred to as “Sump Services”. General Scope: Services consist of the Contractor removing all standing materials from each location’s system (Grease or Oil/Water), report findings, and performing requested waste characterization testing on demand, creating and submitting reports, invoices and any listed Deliverable in a manner consistent with laws, rules, regulations, and industry best practices and the PWS, in a timely and accurate manner. The North American Industry Classification System (NAICS) code for this work is 562119 – Other Waste Collection. The small business size standard is $41.5 million average annual revenue for the previous five years. This requirement is a Total Small Business set-aside procured utilizing Sealed Bidding Procedures specified in FAR Part 14. The government anticipates an award will be made to a responsible bidder whose bid, conforming to the invitation for bids; will be most advantageous to the Government, considering only price and the price related factors included in the invitation. This anticipated contract will consist of a Base Award Period of one (1) calendar year, and four (4) one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. The total of individual task orders placed against the resulting Requirements Contract will be dependent upon the Government’s bona fide and available funding Fiscal Year to Fiscal Year. This solicitation is amended to provide a list of vendor questions and technical responses resulting from the Pre-Bid conference and Site Visit. The Pre-Proposal Conference is tentatively scheduled for 1:30pm CST, Tuesday, February 1, 2022 at the MICC Fort Leavenworth offices, with the site visit of representative sites to follow.
