This posted announcement is a Pre-Solicitation Synopsis of a proposed contract action in accordance with FAR Subpart 5.207. The Mission Installation Contracting Command - Fort Leavenworth intends to issue an Invitation for Bid (IFB) for a Requirements type contract (FAR Subpart 16.503) for the acquisition of elevator maintenance, service, repairs, and safety testing for passenger and freight elevators on Fort Leavenworth, KS. General Scope: The North American Industry Classification System (NAICS) code for this work is 238290 (Other Building Equipment Contractors). The small business size standard is $16.5 million average annual revenue for the previous five years. This requirement will be a full and open competition utilizing Sealed Bidding Procedures specified in FAR Part 14. The government anticipates an award will be made to a responsible bidder whose bid, conforming to the invitation for bids; will be most advantageous to the Government, considering only price and the price related factors included in the invitation. This anticipated contract will consist of a Base Award Period of one (1) calendar year, and four (4) one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. Task Orders will range from $15,000 to $100,000.00. The total of individual task orders placed against the resulting Requirements Contract will be dependent upon the Government’s bonafide and available funding Fiscal Year to Fiscal Year (e.g. some years there is potential for zero Task Orders where some Fiscal Years there may be a dozen or more). It is anticipated that the solicitation will be available Tuesday, December 7th, 2021. The site visit (Pre-Proposal Conference) is to be held 10:00am CST, Tuesday, January 11th, 2022 at MICC Fort Leavenworth. Interested contractors are encouraged to attend and should register with the Contracting Officer, Ms. Adana Quanshau via e-mail at adana.p.quanshau.civ@army.mil. The dates contained within the attached Draft Invitation for Bid (IFB) for the Solicitation closing date are estimates only and subject to change. All information, amendments and questions concerning this solicitation will be posted to https://SAM.gov.
