The Mission Installation Contracting Command - Fort Leavenworth intends to issue an Invitation for Bid (IFB) for a Requirements type contract (FAR Subpart 16.503) for the acquisition of concrete services supporting Sustainment, Restoration, and Maintenance (SRM) at Fort Leavenworth, Kansas. Typical work includes, but is not be limited to; 1. Replace or install new concrete pads, stairs with hand rails, elevated slabs, curb and gutter, sidewalk, handicap ramps, retaining walls and other concrete items. 2. Miscellaneous metal items: Install 6' high chain link fencing, metal handrail. 3. Replace and install new concrete pavements. 4. Install reinforced concrete pipe of various sizes, install corrugated HDPE pipe of various sizes. Install concrete storm inlets. 5. Earthwork, excavation, dirt spoils or fill, fine grading, clear cutting of trees, erosion control. 6. Miscellaneous Items: Install slurry seal on asphalt, crack repair on concrete and asphalt pavements, and pavement striping. Storm sewer pipe cleaning. Core drilling or test pit and evaluation of road pavements. 7. Miscellaneous Repair Items: Repoint brick, replace damaged brick to match existing, replace masonry control joints. Raise manholes. All will be in accordance with individual task order requirements, specifications and drawings provided with each project and/or master specifications. The North American Industry Classification System (NAICS) code for this work is 238110 (Poured Concrete Foundation and Structure Contractors). The small business size standard is $16.5 million average annual revenue for the previous three years. This requirement will be a Total Small Business set-aside procured utilizing Sealed Bidding Procedures specified in FAR Part 14. The government anticipates an award will be made to a responsible bidder whose bid, conforming to the invitation for bids; will be most advantageous to the Government, considering only price and the price related factors included in the invitation. This anticipated contract will consist of a Base Award Period of one (1) calendar year, and two (2) one year option periods. Total contract period, to include options, shall not exceed three (3) calendar years. Task Orders will range from $2,500.00 to $300,000.00. The total of individual task orders placed against this contract shall not exceed $7,000,000.00. It is anticipated that the solicitation will be available January 9th, 2020. The site visit (Pre-Proposal Conference) is to be held 1pm CST, Thursday January 23rd, 2020 at 535 Kearny Ave, Bldg #338 (Blockberger Terrace - Room 004), Fort Leavenworth, KS. Department of Public Works, Fort Leavenworth, KS is seeking current relevant experience, personnel, and capability to perform an indefinite quantity Concrete Requirement Contract. The project is to repair and install new concrete items and other miscellaneous items throughout Fort Leavenworth, Kansas, but not limited to: 1) Concrete items: replace or install new concrete pads, stairs on-grade, elevated slabs, elevated stairs, curb and gutter, sidewalks, handicap ramps, pavement, retaining walls, RCP and HDPE storm sewer pipes, curb inlets and boxes, manholes and other concrete items; 2) Tuck-pointing and masonry repair to include work on both modern and historically significant structures; 3) Stripping of all types of pavement on roads and parking lots; 4) Crack sealing of all types of pavement on roads and parking lots, for the U.S. Army Fort Leavenworth Department of Public Works. The task orders to be awarded under this contract will be for miscellaneous concrete items throughout Fort Leavenworth, within the North American Industry Classification System (NAICS) code is 238110 (Poured Concrete Foundation and Structure Contractors), with a corresponding Small Business Size Standard of $16.5 million. The proposed contract will be for One Base Year with 2 one-year renewable options, resulting in the maximum contract ordering period of 3 years. The estimated contract value is $7,000,000.00 for the base year and option years, if exercised. The anticipated Task Order values are an estimated average range between $2,000.00 and $50,000.00.
