Amendment 1 - Only One Offer Received, Response date extended until 05 Sep 2019 at 4:30PM Central Time. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: BASIS FOR AWARD. Basis of award is anticipated to be Low Price, Technically Acceptable. Technical Acceptability is based on Past Performance Only. Proposals should contain evidence of satisfactory performance (higher level of performance does not garner additional credit) for work related to NAICS 332321 in the requested services within the last three (3) years. NOTE: Per DFARS Subpart 215.3 DoD Source Selection Procedures, "In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable." In order for an Offeror to be considered for award, the proposal must receive an "Acceptable" Past Performance rating. The offeror's initial proposal should contain the offeror's lowest price to their "best customer". The offeror shall submit a proposal for each item specified in the "Attachment 1 - Schedule of Supplies/Services and Prices/Costs" (attached). Additionally, offeror shall submit a quote for common repairs specified in "Attachment 2 - Prices/Costs of Common Repairs" (attached). Offers must address all items listed on Attachments 1 and 2 to be accepted. All offers in response to this solicitation must include all associated costs; applicable State sales taxes, permits, and licensure; and the overall project management, superintendence and quality control necessary for the planning and execution of multiple work requirements conducted simultaneously throughout the performance period. Unit prices shall not exceed two decimal places. Responses to this RFP (to include price) shall be valid for ninety (90) calendar days from the date specified for receipt of offers. Please ensure that you have read the attached documents and provide a complete response to this request. The Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest and waive informalities and minor irregularities in offers received.
