There are five (5) positions to fill. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-101 effective 26 October 2018 and Defense Federal Acquisition Regulation Supplement (DFARS). The associated NAICS code for this procurement is 611310 and the small business size standard is $27,500,000.00. Product Service Code is U099. All questions shall be submitted via e-mail to the POC's for this requirement and they will be responded to on an amendment to this solicitation. No phone calls will be accepted. Questions should be submitted by 8 Apr 2019 at 7:30 a.m. EDT. Questions submitted after that date may not be addressed. Quotes are due No Later Than (NLT) 22 Apr 2019 at 7:00 a.m. EDT. Quotes shall be emailed to the POC's for this requirement, Contract Specialist Bethany Flynn at bethany.l.flynn.civ@mail.mil and Contracting Officer Larry L. Brown at larry.l.brown9.civ@mail.mil. The RFQ includes the following attachments: Combined Synopsis/Solicitation (includes CLIN structure and PWS) 52.212-1 & 52.212-2 Addendums Vendors are advised that there is another requirement of comparable nature at W91QF0-19-Q-1004. Not all applicants qualified for 1005 are qualified for 1004. A candidate may be put forward for both at no penalty, but may only be awarded a single position on one (1) of the solicitations. Travel expenses to Carlisle Barracks for on-site time shall be considered at the vendor's expense. AMENDMENT 1: VENDORS ARE ADVISED THAT THE NAICS HAS CHANGED TO 611310. THIS INCREASES THE SIZE STANDARD TO $27.5M. CONTRACTS BEING REPLACED INCLUDE: W91QF0-16-P-0036 W91QF0-16-P-0037 W91QF0-16-P-0038 W91QF0-16-P-0039 W91QF0-17-P-0043 PLEASE NOTE THAT THESE CONTRACTS ARE FOR BASE+2 OPTION YEARS, AND THE REQUIREMENT VARIES FROM A BASE+2 TO BASE+4. The anticipated NAICS code(s) is: 611430-Professional and Management Development Training with a size standard of $11.0M A continuing need is anticipated for the requirement of four (4) second-year instructors for the Department of Distance Education at the US Army War College, which is currently being fulfilled through current contract #s W91QF0-16-P-0036, W91QF0-16-P-0037, W91QF0-16-P-0038, and W91QF0-16-P-0039. Up to four (4) contracts are contemplated. Attached is the draft Performance Work Statement (PWS). In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Information to help determine if the requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. 7.
