The Mission and Installation Contracting Command-Carlisle Barracks intends to award this requirement for Living History on a Sole Source basis to: Village Restoration & Consulting, Inc., 101 Poplar Lane, Claysburg, PA 16625, on a Firm-Fixed Price Contract. Should any future requirement(s) evolve from this preliminary planning process, the requirement is a base plus two option years with the expected Period of Performance of 1 Nov 2019 to 31 Oct 2022. The base year event dates as currently scheduled are 16 May - 17 May 2020. This procurement will be processed as Other Than Full and Open Competition as authorized by FAR 19.1506(a). This is neither a Request for Quotation nor an announcement of a forthcoming solicitation. The NAICS Code for this acquisition is 711510 with size standard of $7.5 million. Interested persons may identify their interest and capability to respond to this requirement. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government. All responses must be received by 8 July 2019. If no affirmative written responses are received by the due date indicating that comparable source exists, an order will be placed with Village Restoration & Consulting, Inc., for the aforementioned requirement. The US Army War College in support of the US Army Heritage and Education Center requires the following service in accordance with the attached Performance Work Statement: DESCRIPTION OF REQUIREMENT The Contractor shall furnish all supervision, materials, staff, transportation and program support materials as needed, to fully carry out the requirements set forth in this Performance Work Statement. The Contractor shall provide professionally trained, experienced staff possessing the skills, knowledge, and training to satisfactorily perform the services required by this contract. SCOPE The USAHEC requires professionally trained personnel with experience in providing living history site educational programs. The contractor shall provide station type presentations, reenactments, and other types of educational programs to portray the U.S. Army history on the Army Heritage Trail at the USAHEC.
