The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) has a requirement from DASA-CE to provide support to the Army’s FORCES Suite, a suite of models and database tools used to cost Army organization structure and capabilities. DASA-CE also requires the annual development of Installation Status Report – Infrastructure (ISR-I) cost factors for new construction, renovation, and sustainment to estimate the cost of improving installation facilities such that they meet or exceed Armydefined standards and estimate the cost of keeping facility condition at a constant state by performing sufficient maintenance and repair to prevent facility degradation, as well as annual generation of a Historical Preservation Factor along with ongoing subject matter expertise and support associated with the ISR-I costs.

THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS, AND SHOULD NOT BE CONSTRUED AS ANY FORM OF COMMITMENT BY THE GOVERNMENT. The purpose of this synopsis is to provide notification of an upcoming solicitation. On or about 17 August 2023, the Government intends to issue solicitation W91CRB23R0006 for Army Force Organization Cost Estimating System (FORCES). The solicitation will be offered for full and open competition, and is anticipated to close on or about 15 September 2023. Description: This will be a single award Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed-Price service contract to provide the maintenance and update of the Army Force Organization Cost Estimating System (FORCES), a suite of models and database tools used to cost Army organization structure and capabilities, as well as the annual development of Installation Status Report – Infrastructure (ISR-I) cost factors for new construction, renovation, and sustainment. The ID/IQ contract will have a 60 month ordering period. In accordance with FAR 15, a Best Value Tradeoff source selection process will be used to evaluate the contractors for award. Specific evaluation criteria will be provided in the solicitation documents. The Government reserves the right to award with or without discussions. NAICS Code: The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is 541611, Administrative Management and General Management Consulting Services, with a small business size standard of $24.5M. Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov. It is the Offeror's responsibility to monitorwww.sam.gov for the release of the solicitation and amendments (if any).
