The following revisions are applied to the sources sought information previously posted: 1. The integration of soft armor ballistic inserts WILL be done by the soft armor ballistic insert manufacturer and NOT the carrier manufacturer. 2. The Product Description document is updated through version AR/PD 15- 03 Rev D Amendment 3 dated JAN 2019. (Available upon request. This Request for Information (RFI) is for market research purposes only. No contracts will be awarded based on this request for information and no costs will be reimbursed for data submitted. All questions and responses related to this notice shall be sent via e-mail to Army Contracting Command-Aberdeen Proving Ground (ACC-APG) point of contact (POC) listed below. Questions submitted via telephone will not be honored. On behalf of Product Manager Soldier Protective Equipment (PM SPE) of the Program Executive Office (PEO) Soldier, Fort Belvoir, VA 22060, ACC-APG is providing revised information with regard to the previously posted RFI W91CRB-19-R-MSVCARRIERS which sought information from potential industry partners who can support the production of the Modular Scalable Vest (MSV) carriers. Please note, the information requested by this RFI is for the MSV carrier only. The MSV SABI & SABI integration into the carrier will be procured under a separate contract. Background: A requirement exists to provide the Soldier a personal protective system that allows the user to tailor his/her loads for mission-specific operations, thereby increasing survivability and mobility. The MSV is part of the Soldier Protection System Torso and Extremity Protection (SPS TEP) system. The MSV consists of a concealable vest with soft armor panels covered in a camouflage cloth and hook and loop. These panels can then be inserted into a tactical outer carrier that also accommodates hard armor protective inserts. The tactical outer carrier also contains two side plate pockets that accommodate soft armor inserts. The MSV is configured with a single point, quick release system and, the outer carrier is made of a flame resistant outer cloth, webbings, hook/loop, polyethylene stiffener, and several other non-ballistic materials. This RFI seeks information for the production of an MSV carrier and carrier components for the Lot Spare Parts Kit. Each MSV consists of ten (10) components (one (1) front outer tactical carrier, one (1) back outer tactical carrier, one (1) set of outer tactical shoulder straps, two (2) outer tactical carrier side plate pockets, two (2) outer tactical carrier side plate pocket carriers, one (1) front concealable vest panel, one (1) back concealable vest panel, and one (1) set of concealable vest cummerbunds). In addition, the MSV carrier manufacturer will produce the carrier component portion of the Lot Spare Parts Kit in accordance with the PD. The MSV carriers shall meet the Material Systems Requirement and Performance Requirement of the MSV PD, AR/PD 15-03 Rev D Amendment 3, dated January 2019. NOTE: If additional changes are made to the aforementioned AR/PD 15-03, the updated document will be issued if/when a solicitation is posted. Currently the Government has a requirement for approximately 747,000 MSV Carriers that will be produced as part of a competitive five (5) year multi-award, Indefinite Delivery, Indefinite Quantity, contract. It will be the SABI manufacturer who will integrate the SABI into the carriers and side plate pockets and additional SABIs into the Lot Spare Part Kits. Patterns are available, by submitting a request to the POC, but can only be viewed with AccuMark® software. Submission Information: All interested vendors shall respond to the RFI by submitting the information below. 1. Business name, address, business size and point of contact information (CAGE, NAICS, e-mail and phone number). 2. Technical supporting information such as white paper, test reports or past research and development efforts investigating material performance that meets or exceeds the PD requirements. 3. Detailed description of any past performance related to the production of tactical carriers. 4. Any surge or growth capacity in the event requirements are rapidly increased to meet soldier requirements. 5. Any organic capability (laser cut machines, Gerber automatic cutters, automated stitch machines, etc...) inherent to production. 6. Rough order of magnitude (ROM) unit price per MSV carrier (without SABIs) and Lot Spare Parts Kit. 7. Business name, address, business size of all sub-vendors. 8. Proprietary information should be clearly marked and will not be disclosed outside the U.S. Government. 9. Contractor's ability to manufacturer the MSV carrier or MSV carrier components, or acquire certain MSV carrier components, in compliance with the Buy American Act and the Berry Amendment.
