The following revisions are applied to the information previously posted: 1. The integration of soft armor ballistic inserts WILL be performed by the soft armor ballistic insert manufacturer and NOT the carrier. 2. The Product Description document is updated through version AR/PD 15-03 Rev D Amendment 3 dated JAN 2019. (Available upon request. See POC below) If a vendor responded to the original RFI and the revised information (shown at #1 and #2 above) does not impact the vendor's initial response, the vendor need only notify the POC listed below and state no information has changed from the last submission. If a vendor did not reply to the original RFI post, or, if the revised information does impact an initial response, please submit an initial submission or revised submission to the POC below. This Request for Information (RFI) is for market research purposes only. No contracts will be awarded based on this request for information and no costs will be reimbursed for data submitted. All questions and responses related to this notice shall be sent via e-mail to the Army Contracting Command-Aberdeen Proving Ground (ACC-APG) point of contact (POC) listed below. Questions submitted via telephone will not be honored. On behalf of Product Manager Soldier Protective Equipment (PM SPE) of the Program Executive Office (PEO) Soldier, Fort Belvoir, VA 22060, the Army Contracting Command located at the Aberdeen Proving Ground, is providing revised information with regard to previously posted RFI W91CRB-19-R-MSVBALLISTICS, which sought information from potential industry partners who can support the production of Modular Scalable Vest (MSV) Soft Armor Ballistic Inserts (SABI). Please note, the MSV carriers themselves and the MSV carrier components portion of the Lot Spare Parts Kit will be procured under a separate contract. Background: A requirement exists to provide the Soldier a personal protective system that allows the user to tailor his/her loads for mission-specific operations, thereby increasing survivability and mobility. The MSV is part of the Soldier Protection System Torso and Extremity Protection (SPS TEP) system and consists of a concealable vest with SABI panels covered in a camouflage cloth. The SABI panels can be inserted into a tactical outer carrier, which also accommodates hard armor protective inserts. The tactical outer carrier also contains two (2) side plate pockets that accommodate side plate SABI. This RFI seeks information for the production of MSV SABI sets, which consist of four (4) panels (one (1) front torso panel, one (1) back torso panel, and two (2) side plate pocket panels), a Lot Spare Parts Kit (80 side plate carrier pocket SABI/per Purchase Description (PD)), and Technical and Operator Manuals (per PD). Specifically, this RFI seeks information on the construction of /production capabilities related to the MSV SABI. The MSV SABI shall meet the Material Systems Requirement and Ballistic Performance Requirement of the MSV PD, AR/PD 15-03 Rev D Amendment 3 dated JAN 2019. NOTE: If additional changes are made to the aforementioned AR/PD 15-03, the updated document will be issued if/when a solicitation is posted. Patterns are available upon request to the POC for this RFI, however, they can only be viewed with AccuMark® software. Currently the Government has a requirement for approximately 747,000 MSV SABI sets to be produced as part of a competitive five (5) year, multi-award, Indefinite Delivery, Indefinite Quantity, contract. It will be the SABI manufacturer who will integrate the SABI sets into the carriers and SABI into the Lot Spare Part Kits, as well as the Technical and Operator Manuals into the lots. Submission Information: All interested vendors shall respond to the RFI by submitting the information below. 1. Business name, address, business size and point of contact information (CAGE, NAICS, e-mail and telephone number). 2. Technical supporting information such as white paper, test reports or past research and development efforts investigating material performance or a soft armor ballistic design that meets or exceeds the PD requirements. 3. Detailed description of any past performance related to the production of soft armor ballistic inserts. 4. Any surge or growth capacity in the event requirements are rapidly increased to meet soldier requirements 5. Any organic capability (laser cut machines, Gerber automatic cutters, automated stitch machines, etc....) inherent to production. 6. Rough order of magnitude (ROM) unit price: per SABI set, integration, SABI for the Spares Kit, as well as Technical and Operator Manual (one per end item delivered). 7. Business name, address, business size of all sub-contractors. 8. Proprietary information should be clearly marked and will not be disclosed outside the U.S. Government. 9. Contractor's ability to manufacturer the MSV SABI or MSV SABI components, or acquire certain MSV SABI components, in compliance with the Buy American Act and the Berry Amendment.
