Army Office of Small Business Programs (AOSBP) Office and Website Support Sources Sought Notice and Draft PWS Sources Sought Notice: This notice is for market research only, with the intent to identify eligible 8(a) entities that are interested in and capable of performing the requirements in the attached Performance Work Statement (PWS). This sources sought notice neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Each interested party should submit a tailored capabilities statement for this requirement not to exceed fifteen (15) pages (not including any attachments) that clearly details the firm's ability to perform the aspects of the requirement described within this Sources Sought Notice. Each interested party must articulate its qualifications and capability to support the requirements of the attached PWS. Specifically, the Government requests that capabilities statements include the following information: a) Vendor's business name, point of contact, address, and DUNS number. b) Indication of the concern's current certified business and socioeconomic status/category and small business size status specifically under NAICS codes 541511 and 561110 or alternate recommended NAICS code(s). If the vendor believes an alternate NAICS code is applicable; this indication should be clearly marked on the first page of the capabilities statement. c) Please note that in accordance with FAR 52.219-14, under the contemplated award at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the prime concern. Provide an explanation of your company's ability to perform at least 50% of the tasking described in this Sources Sought for the base period as well as any option periods. d) A statement or explanation of the company's background, technical expertise, experience, staffing, and other capabilities that demonstrate the company's ability to perform the required services identified in the PWS. Experience statements shall address all aspects of the PWS, to include website administration/support, executive office support, and event/conference planning services. e) Explanation of your team's knowledge and experience regarding NAICS codes 541511 and 561110. f) Description of any relevant examples of similar performance or involvement with similar contracts or projects. Relevant examples must be comparable work performed within the past 3 years with a brief description of the project, customer name, and timeliness of performance, customer satisfaction, and dollar value of the project. Examples of relevant experience include executive office support, event/conference planning services, and website support. Provide at least two (2) project examples with at least two (2) associated finished work product examples for each project attached (i.e. - website screenshots, conference planning pamplets or advertisements). g) Identify and explain strategies your company would utilize in order to ensure 100% uninterrupted staffing support throughout the contract's period of performance, to include uninterrupted coverage during employee absences and position vacancies. Under the contemplated contract, the contractor will be required to provide complete staffing coverage during core hours for all areas of the contract PWS throughout the period of performance whenever the Government facility is open for business, with no exceptions. Reference PWS Section 1.6, "Hours of Operation/Place of Performance." In addition, the vendor's Capabilities Statements should answer the following questions: 1. Does your company have a current approved DCAA Cost and Accounting System? 2. Does your company believe a different NAICS code should be considered for this PWS? 2a. If so, please provide recommendations with supporting rationale. 3. Does your company have interest as a prime or subcontractor? 4. Which elements or proportions of the PWS would your company subcontract rather than perform with your own resources? 5. Does this Performance Work Statement (PWS) provide sufficient information for you to submit a proposal? 5a. If not, what additional information is required? 6. Are there any ambiguities that require clarification? 7. Are the standards of performance clear? 8. Are there additional standards that should be incorporated? ********** Only electronic submissions will be accepted. If email attachments amount to more than 5 MB, the attachments shall be broken down into separate emails with no single email exceeding 5 MB. Each electronic submission shall include: 1) "W91CRB-19-R-0037 Capabilities Statement" in the subject line. 2) If the submission includes more than one email, the email number and total emails being submitted (e.g., 1 of 4, 2 of 4, etc.) in the subject line. 3) In the body of the email, include a Point of Contact (POC), phone number, email address of the appropriate vendor point of contact for any correspondence between the Government and the vendor, and an attachment index listing the attachments contained in the email. The point of contact provided should be a primary contact and capable of addressing questions or issues associated with the submission or content of the capabilities statement. 4) Include a brief summary of the email's content, the vendor's name, and mailing address. 5) The Capabilities Statement attachment. All Capabilities Statements sent in response to the Sources Sought must be submitted via e-mail only to alexander.s.obriwin.civ@mail.mil, no later than 12:00 PM EST, on Thursday, March 14th 2019. Capabilities Statement receipt time will be determined by the recorded time of receipt in the email box. In the event submissions include multiple electronic files, all files must be received in the electronic mailbox by the due date.
