The result of this sources sought/market survey will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market survey, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. CECOM SAMD’s goal is to satisfy requirements for Airborne Anti-Terrorism/Border Security SIGINT System(s) for Egypt. REQUIRED CAPABILITIES The purpose of this market research/sources sought is to identify interested sources that are qualified and able to provide requirements to Egypt. The partner nation requests for an Airborne Anti-Terrorism/Border Security SIGINT System(s) that matches the specifications described below. This approach allows for informed decision-making and potential flexibility in meeting their needs. Airborne Anti-Terrorism/Border Security SIGINT System Specifications: 1. System overview The Airborne Anti-Terrorism/Border Security Signals Intelligence (SIGINT) system sought is to be mounted on a country-provided aircraft, operating at a maximum altitude of 7,000 meters. The system provides the capability to detect, (geo-) locate and intercept (receive, demodulate, decode and decipher) push-to-talk (PTT) radio devices, satellite phones and cellular phones. Detected devices will be displayed on a digital map. 2. Key Specifications 2.1 Push-To-Talk (PTT) Radio Geo-Locating (Sub-) System: Identify and Locate (Direction Finding) Frequency Band of Target Signal: 20MHz to 3 GHz Transmitting Modes of Target Signal: (Analog and Digital); AM/FM/CW/LSB/USB/FSK/Other (Specify system’s modulation detection types.) Bandwidth of Target Signal: User Selectable Frequency Step Approximate Distance to Target: 7KM (altitude) Number of Target Nets: Multiple (specify) Type of Target Nets: Fixed Frequency and Frequency Hopping Display spectrum on terrain map display. 2.2 Satellite Phone Geo-Locating (Sub-)System: Identify, locate and intercept (demodulate, decode and decipher) Determine caller and called identifiers (PSTN/IMEI/IMSI) Frequency Band of Target Signal: 1610 – 1660.5MHz (L-Band); (example, Thuraya, Inmarsat, Iridium and Global Star devices) Approximate Distance to Target: 7KM (altitude) Number of Target Nets: Multiple (specify) Display detected devices on terrain map display. 2.3 Cellular Phone Geo-Locating (Sub-)System: Identify and locate (Direction Finding) Cellular phones from different service providers; detect Base Transceiver Station (BTS) and Absolute Radio-Frequency Channel Number (ARFCN) Geo-locate target devices working on 2G, 3G, and 4G cellular services (ex: n28 Frequency Division Duplex (FDD) 700 MHz; n8 FDD 900 MHz; n3, FDD,1800 MHz, and n1 FDD, 2100 MHz) Approximate Distance to Target: 7KM (altitude) Ability to operate mounted in aircraft or dismounted on ground.
