INTRODUCTION The Army Contracting Command- Aberdeen Proving Ground (ACC-APG), Division D, on behalf of Communication and Engineering Command Security Assistance Management Directorate (CECOM SAMD), is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support a Foreign Military Sale (FMS) in the support of Tajikistan Border Security Program (ICSS Phase 5). The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. BACKGROUND This Phase 5 ICSS Foreign Military Sales Case is a follow-on effort to the current Phase 4 ICSS effort. The incumbent for Phase 4 is Puyenpa, INC. The Phase 4 ICSS effort provides enhanced border security and surveillance for one Otryad and five Zastavas along the Tajikistan/Afghanistan Border. Phase 5 will provide the identical system in up to six different locations along the Tajikistan/Afghanistan Border. REQUIRED CAPABILITIES This requirement is in support of CECOM's Security Assistance Management Directorate (SAMD) Foreign Military Sales (FMS) case for the Tajikistan Border Guard. Phase Four (4) provided a Camera Border Security System to enhance surveillance and communications capabilities along the border with Afghanistan. Phase 5 will provide the same system along a different area of the Afghanistan border. The system will connect up to six locations along the Afghanistan Border to significantly contribute to enhanced Situational Awareness (SA) and Operational Efficiency in Monitoring and Securing the Tajikistan Border It is recommended that each potential source possess the following capabilities: 1. Vendor must have experience and the capability to perform installation, integration, training and field service support in the austere environment of Tajikistan. 2. Experience with installing towers, surveillance/radio equipment, solar power and ground C2 stations in remote areas of Tajikistan along the Afghanistan border. 3. Provide the following surveillance and communications equipment: Telecommunications Network Fixed and Deployable Cameras Microwave Communications Links Command and Control Ground Control Stations Towers Solar Power Systems 4. Successful past performance with FMS contracts with similar scope, that can be validated through CPARS or letters from contracts officer. This infrastructure will ensure continuous and uninterrupted communication, improve operational efficiency, and support effective operations and Command and Control across these regions. Vendor responses to this SS/RFI market survey will support market research requirements, only. Inquiries after information submission may not be accepted or acknowledged and no feedback or evaluations will be provided. CECOM SAMD and ACC-APG request that interested parties only submit responses if your company has past performance with FMS contracts through ACC-APG or equivalent, the ability to provide a tactical turnkey solution that roughly meets the requirements and the ability to perform system installation and sustainment in Tajikistan. CECOM SAMD and ACC-APG request that interested parties submit a brief description of your company, your company past performance in providing/installing/sustaining similar type systems, your company solution to manufacture/ produce and/ or provide/ procure and deliver the above supplies and services, and your ability to meet requirements. Please explain whether and how you can meet the requirements for the ICSS surveillance and communication equipment.
