No response to this posting is required; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Program Executive Office Enterprise Information Systems (PEO EIS), Program Management Office (PMO), Integrated Personnel and Pay System-Army (IPPS-A) Increment II (INC II) requests a contract to provide continued support of the IPPS-A INC II baseline to allow for a competitive follow-on contract anticipated to be awarded in second quarter of fiscal year 2026. The proposed contract will provide training, development, sustainment, and fielding services to maintain the baseline, work the backlog, and integrate capabilities into the baseline as well as knowledge transfer until the competitive follow-on award. The proposed contract action will be utilized with a one (1) year base period, one (1) six-month transition/knowledge transfer option period, and one (1) three-month option. The forecasted CLIN types will utilize a combination of Cost-Plus-Fixed-Fee (CPFF), Firm-Fixed-Price (FFP), and Cost-Contract (cost no fee). The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to issue a sole source award to CACI as implemented by FAR 6.302-1, only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The current Systems Integrator (SI), CACI, is the only responsible source capable of meeting the Government’s needs for a total solution within the required timeframe to avoid a break in service or disruption to personnel and pay processes impacting Army manning. CACI developed the baseline and is the only SI with comprehensive knowledge and in-depth technical understanding of the baseline solution design, complexity, and unique intricacies to maintain the baseline, work the backlog, and integrate capabilities to maintain support absent a transition period before the current contract expiration date in December 2024 until the projected award of the competitive follow-on in 2026. The effort will utilize North American Industry Classification System (NAICS) 541511, Custom Computer Programming Services, and Product Service Code 7H20, IT and Telecom - Platform Products: Database, Mainframe, Middleware (Hw, Perpetual License Software). The anticipated award date is no later than 31 December 2024. Any response to this synopsis is required no later than 1 August 2024 at 5:00 p.m. Eastern Time.
