The Government is conducting market research to determine if a vendor can provide the following positions and an estimated fully burdened cost based on 1,920 hours. Resource Management Review unliquidated obligations and develop courses of actions on resolution of identified unliquidated obligations. Serve as a technical advisor in the resource analysis process related to disbursement and liquidation of Army financial resources. Perform a wide variety of analytical and administrative duties in connection with the formulation, presentation and execution of the unliquidated obligations. Provide guidance and oversight to Budget Analyst, Contracting Officer Representatives (CORs) and Division Leads on the reconciliation of unliquidated obligations. Provide administrative support for in-processing and out-processing. Cross-organization for Defense Travel System (DTS). Troubleshooting DTS documents and profile inquiries. Congressional Affairs Control Specialist Performs the full range of congressional liaison work for the Deputy Chief of Staff (DCS) to include: controlling, analyzing, researching and formulation of official responses to written and telephonic requests from Members of Congress and staffs and Congressional Committees. Cites and discusses laws, regulations, and directives and their application to specific cases to assist in the formulation of official response to Congress, to include experience with management of congressionally mandated reports. Oversees DCS Congressional Reporting Requirements included in an appropriation or authorization bill or committee or conference report. Incumbent to provide the guidance necessary to insure that congressionally mandated reports are timely and responsive. Tracks Congressional reporting requirements and provides feedback to the DCS and staff until the requirement is satisfied. Coordinates and analyzes all activities in support of the Army legislative process. Provides advice and assistance to the DCS, Assistant Deputy Chief of Staffs (ADCSs) and Action Officers on all aspects dealing with the Congress and Congressional Committees. Reviews and coordinates all visits and briefings to the Congress by members of the staff. Ensures that information provided to the Congress is accurate and consistent with previous testimony and/or correspondence provided by the Department of the Army and Department of Defense (DoD). Prepares DCS principals, ADCS's, and subordinate Directors to testify as witnesses before Congressional Committees including preparation and clearance of witness statement, formulation of a list of issues of recent and historic interest to the Congress. Coordinates and analyzes all advance questions and answers, and the review and editing of the hearing transcripts, and has strong and direct experience with the process regarding Questions for the record (QFR) and Inserts for the Record (IFR). Exercises tact, discretion and judgment concerning inquiries/replies received from or conveyed to Congress, its Committees, staff members or individuals directly or through other DoD or Chief of Staff personnel. Compiles, reviews and analyzes Congressional documents for items of interest to the DCS. Obtains data and documents that are useful to Army plans and programs. Monitors Congressional Hearings schedule with regard to Army/DoD witnesses. Reads, reviews, and analyzes a variety of legislative reference and information materials (e.g. Congressional Record, Senate and House publications, web-based resources, periodicals, etc.) to identify items of importance as they pertain to Army programs and objectives. Must be able to track the National Defense Authorization Act, and Defense Appropriations Bills including Subcommittee and Full Committee markup process and floor action including amendments, and conference sessions until signed by the President. Office Support Perform knowledge management for the G-3 Bolte Portal. Capture, develop, share and effectively use organizational knowledge to achieve organizational objectives by making the best use of communicating and sharing information within Army Staff organization and stake holders. Assist with preparation of Standard Operating Procedures (SOPs), maintain and update SOPs and work flows for organization use. Shall monitor suspense dates and maintain contact with the Action Officer (Stakeholder) to provide administrative or process guidance. Upon request, provides administrative advice and assistance regarding specialized procedures and terminology, as well as preparation, content, and assembly of actions. The contractor shall edit action documents before final assembly by automated word – processing equipment and computer mail system, when appropriate. Monitor and review incoming actions and taskings which originate from a variety of sources to include various levels of the DA Leadership, OSD, Congress, and other agencies outside DoD. Collect requirements and forward to the directed agencies. The Contractor shall review actions emanating within the Secretariat or the Army Staff, which require a Secretariat decision to assure conformance with established policy or the confirmation of existing signature process policies. Makes appropriate recommendations for policy or program change. Conducts follow-ups on unique representational requirements to ensure lessons learned are captured for future use. On a daily basis, maintains continuity file for all the requirements. Shall recommend which actions and reports re ready for release, and recommends prioritization and reserves of the Director’s review and/or approval highlighting controversial actions or those having significant policy implications. The Contractor shall monitor suspense actions throughout the coordination process, if required. Ensures, with government supervision, all suspense dates/actions are closed out with the appropriate offices consisting of both internal and external stakeholders. Senior Force Structure Analyst Provide full time analytical support to the HQDA G-3 Force Management Air and Missile Defense (AMD) and Field Artillery (FA) Organizational Integrators (OIs) (1 x AMD LTC/1x FA LTC) in order to analyze required capabilities, develop and investigate various techniques and course of action to define and formulate Fires force structure requirements. AMD and FA Subject Matter Expert (SME) supports the DAMO-FM OIs by proactively addressing force design initiatives to improve ADA and FA organizational effectiveness. Participate and contribute to Force Design Update analysis and ensure that necessary support briefings were prepared and complete; coordinated and resolved issues with ARSTAF and USAFMSA. Provide recommendations for Total Army Analysis (TAA), Force Management Review, and ADA and FA rules of allocation based on analysis of force structure guidance and changes. Working knowledge of the acquisition process and the data bases used to produce Automated Unit Reference Sheets, draft Tables of Organization and Equipment (TOE) and Basis of Issue Plans (BOIP) and Structure and Manpower Allocation System (SAMAS). Required skills Expert in Army Force Management processes Experience as an Organizational Integrator or Force Management Analyst Seven to ten years of experience at the Army Staff/Joint Staff level Bachelor's Degree, Master's Degree preferred All positions will be located in the Pentagon.
