This is a firm fixed price solicitation to procure twenty (20) AN/PVS-14 FOM 1800-2000 or commercial equivalent Night Vision PVS-14 WHITE PHOSPHER, related equipment such as twenty (20) Helmet Mount Assemblies PASGT and J- Arms described in Paragraphs 3.0 through 3.1.1.1 as required under FMS Slovenia S3-B-UBI ARP# AE21040. This requirement is 100% Small Business Set Aside. The Government will award a contract resulting from this solicitation to the LOWEST PRICE TECHNICALLY ACCEPTABLE, RESPONSIBLE AND RESPONSIVE offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: -1- The offeror shall meet or exceed ALL of the salient characteristics for ALL of the items listed in Section B Clins 001 AND OPTION CLIN 002 as well as the Statement of Work Section C paragraphs 3.0 through 3.1.1.1 -2- This award shall be made on an ALL OR NONE BASIS -3- Offerors who do not provide descriptive literature, fail to meet ALL of the salient characteristics described in the SOW, submits a partial or incomplete bid, fails to acknowledge any amendments, fails to submit a timely bid, or amendment, fails to complete and submit the Requirements Checklist along with their completed proposal or fails to meet the required delivery schedule shall be determined non responsive and or technically unacceptable and; therefore, ineligible for award. The Government reserves the right to award this requirement without conducting discussions. 4. In order to be considered for award, all vendors SHALL complete Attachment No1.
