This is a firm fixed price solicitation to procure one thousand four hundred twenty eight (1,428) AN/PVS-14 FOM 1800-2000 or commercial equivalent Night Vision Monoculars, related equipment and training described in Paragraphs 3.0 through 3.1.2.2 as required under FMS Georgia LH-B-UDP ARP# AE21062. .52.212-2 EVALUATION--COMMERCIAL ITEMS OCT/2014 (a) The Government will award a contract resulting from this solicitation to the LOWEST PRICE TECHNICALLY ACCEPTABLE, RESPONSIBLE AND 1 52.212-2 EVALUATION--COMMERCIAL ITEMS OCT/2014 (a) The Government will award a contract resulting from this solicitation to the LOWEST PRICE TECHNICALLY ACCEPTABLE, RESPONSIBLE AND RESPONSIVE offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: -1- The offeror sahll meet or exceed ALL of the salient characteristics for ALL of the items listed in Section B Clins 001 through 0007 as well as the Statement of Work Section C paragraphs 3.0 thtough 3.1.2.2 -2- This award shall be made on an ALL OR NONE BASIS -3- Offerors who do not provide descriptive literature, fail to meet ALL of the salient characteristics described in the SOW, submits a partial or incomplete bid, fails to acknowledge any amendments, fails to submit a timely bid, or amendment, fails to complete and submit the Requirements Checklist along with thier completed proposal or fails to meet the required delivery schedule shall be determined non responsive and or technically unacceptable and; therefore, ineligible for award. The Government reserves the right to award this requirement without conducting discussions. 4. In order to be considered for award, all vendors SHALL complete Attachment No1. entitled " Requirments Checklist AE21062 LH-B-UDP W91CRB-21-R-5034 by either checking yes or no. RESPONSIVE offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Amendment 0001 & 0002 have been issued.
