The Office of the Deputy Assistant Secretary of the Army (Cost & Economics) (ODASA-CE) shall receive non-personal, technical support services in the concentrated areas of cost and economic analysis for major weapon systems, information systems, and defense business systems, as well as training to support the development of cost analysis. The analyses result in the development of cost databases, cost-estimating relationships (CERs), cost models based on traditional and non-traditional (i.e. machine learning) methods, and specialized research to support the estimation of life cycle costs or economic analyses. The training includes commodity specific cost analysis training, training on developed cost models or methods, as well as general cost analysis training to enhance ODASA-CE cost analysis skills. Performed services will be in accordance with current DOD and Army regulations, pamphlets, or letters of instruction (LOI) regarding cost analysis.
