The Army Contracting Command- Aberdeen Proving Ground (ACC-APG) intends to issue a solicitation for the U.S. Army Rocky Mountain Arsenal (RMA) Environmental Remediation Services and Construction (ERSC) Contract. It is planned to be set-aside for Small Businesses under NAICS 562910- Environmental Remediation Services (size standard of 750 employees). The resulting Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract is expected to have a three year base period and 2 three year option periods (for a total nine year period of performance, if options are exercised). The United States Army Rocky Mountain Arsenal (RMA) requires Environmental Remediation Services & Construction for Army retained facilities and land on the RMA. The required services include; Groundwater Treatment Plants Operations and Maintenance (O&M), Groundwater and Surface Water Sampling and Monitoring, Landfills and Covers Maintenance and Monitoring, Infrastructure and Facilities O&M, Regulatory Interface Support, Program Records and Reporting, Land Use Controls Compliance, Environmental Compliance Support, and Site Records Management. The contract also includes the construction of, and the construction management services for, a new consolidated groundwater treatment plant. A draft solicitation was posted to betasam.gov and is available for comment until 26 March 2021. The final solicitation is not available at this time. The final solicitation release is planned for mid-April 2021. The solicitation number is W9CRB-21-R-0027. The official release of the solicitation will be posted to the betasam.gov website at https://betasam.gov. The online version of the Request for Proposals (RFP) will include all documents of the solicitation package. No hard copy of the solicitation will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents.
