The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to issue a solicitation for the Aberdeen Test Center (ATC) Scientific and Engineering Support Contract at Aberdeen Proving Ground, MD. It will be set-aside for Small Businesses under NAICS 541330 (Engineering Services). The resulting Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract is expected to have a five year ordering period with Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) line items. ATC has a continuing need for scientific and routine engineering support for the development of instrumentation system and test facilities. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools and materials necessary to perform the development, fabrication, configuration and production of the instrumentation systems as defined in the Performance Work Statement (PWS). The scope/types of services to be performed are in support of the following areas: mechanical systems/equipment (procure, design, fabricate, and install), electrical/electronic systems/equipment (procure, design, fabricate and install), software (COTS procurement and/or custom development), system engineering (COTS Integration) and testing facilities (COTS sensors & data collection systems and design and/or develop unique facilities and unique test capabilities). There is no solicitation available at this time. A formal solicitation release is planned for April 24, 2020. The solicitation number will be W91CRB-20-R-0019. (NOTE: the corresponding Request for Information (RFI) posted in November 2019 was W91CRB-19-F-ACIF) The official release of the solicitation will be posted on the Federal Business Opportunities (FBO) website located at the following address: https://beta.sam.gov/. The on-line version of the RFP will include all documents of the solicitation package. No hard copy of the solicitation will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents.
