This Sources Sought Notice is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR). This announcement does not constitute an Invitation for Bids, a Request for Quote or a Request for Proposal and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice cannot be accepted as offers. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Nothing in this announcement constitutes an obligation on the part of the U.S. Government, nor is the Government tasking any source to develop any technologies described herein. Purpose: Request for Information - The US Army Aberdeen Test Center (ATC), a subordinate activity of the US Army Test and Evaluation Command (ATEC) is searching for potential sources that are capable of the Manufacture of Precision Mechanical Gauges, including the Type M11 High Pressure Gauge, Type T17 Low Pressure Gauge, and Type T19 Mid Pressure Gauge as detailed in the attached Purchase Description. The Army has developed precision mechanical gauges and a standard method to accomplish the measurement of peak pressure inside of a large caliber cannon or mortar tube to verify the safety and soundness of the tube. Although the Department of Defense maintains stock of these items for several branches of the military, there is an immediate need for the US Army ATC (in particular) to replenish its own stock as a short term solution to the low supply currently available for testing. The anticipated NAICS Code for the forthcoming requirement is 332710 (Machine Shops) with a small business size standard of 500 employees. As part of the sources sought notice response, please state if your company is a small business under NAICS 332710. Respondents to this notice should be registered for this NAICS in the Government's System for Award Management (SAM). SAM registration can be found at https://www.sam.gov. The work is to be performed in accordance with (1) the Purchase Description (PD) and (2) technical drawings, critical characteristics, descriptions, specifications and quality assurance provisions for each of the three types of crusher gauges. A copy of these documents are attached and should be utilized when preparing your response to this Sources Sought Notice. PLEASE NOTE: The document attachments are Export Controlled, which requires the vendor's company be certified by the DLA Logistics Information Service's Joint Certification Program (JCP) to view/receive unclassified technical data. Information on how to complete and submit a DD Form 2345 for certification can be found at https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/SpecificDD2345Instructions.aspx Once submitted, please allow at least five business days for processing prior to following up for status. In response to this Sources Sought Notice, please provide the following: 1) Whitepapers, commercial pamphlets, or any other documentation that would describe the company's ability to meet the requirements as outlined in the PD. 2) Identify your company's CAGE code, and if applicable, small business size status. 3) Identify elements of the PD which cannot be completed with your in-house resources and would require subcontractor support; also address the requirements at FAR 52.219-14 Limitations on Subcontracting. 4) Address your company's ability to (a) meet all tolerances, finishes, and treatment of materials in strict conformance with dimensions and specifications shown on each gauges respective drawing, (b) specify the type of equipment to be used to manufacture the gauges, and (c) provide recent experience with manufacture of fine precision parts. All interested sources should provide the requested information in Microsoft Office Word format. Submissions shall not exceed 10 pages. All interested sources should provide the requested information regarding this notice NO LATER THAN 1:00PM EST, on 5 July 2019 to Ms. Roxanne Barbaris at: roxanne.barbaris.civ@mail.mil. Responses received after 1:00PM EST, on 5 July 2019 may not be considered in the Government's market research. The Government will review submissions as they are received. Place of Performance shall be on-site at ATC located on APG, MD 21005.
