SOURCES SOUGHT FOREIGN MILITARY SALES (FMS) FOR IRAQ NIGHT VISION DEVISE REPAIR AND RETURN SERVICES INTRODUCTION The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) is issuing this Sources Sought notice as a means of conducting market research to identify potential sources having an interest in, and industry technologies available to provide repair and return services for tactical night vision devices in Iraq. This sources sought/market survey is being issued to determine tactical night vision device repair and return support services Price and Availability (P&A) from potential sources capable of fulfilling this Foreign Military Sales (FMS) requirement in the country of Iraq. The U.S. Government requests that interested parties submit a brief description of your company, a description of the recommended technical solution, your company's ability to deliver the required services in Iraq, and a price and availability statement describing the Rough Order of Magnitude (ROM) cost, time to deliver, and rate of production. The results of this notice will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT/MARKET RESEARCH IS STRICTLY VOLUNTARY. BACKGROUND The Iraq Ministry of Defense (MoD) possesses night vision devices (NVD) that are inoperable. Iraq requires these items to be either repaired or demilitarized (if not repairable.) REQUIRED CAPABILITIES The Iraq MoD requires two full-time NVD technicians qualified to perform level 3 NVD maintenance for a period of one (1) year. Technicians shall be based in Iraq to perform NVD maintenance and repair actions in accordance with applicable operator and maintenance manuals. Types of NVD systems to be repaired include (but are not limited to): AN/AG-06 (AVS-6, AVS-7), AN/PVS-7, AN/PVS-10, AN/PVS-14, AN/PVS-17, ATN NVG 07-21, NVS-07, OH3-Monocular NVD, ATN VIPER, Belarus. NVD technicians shall be capable of operating, performing preventive maintenance checks and services, and conducting unit and direct support level inspection, test, service, adjustment, alignment, calibration, diagnosis, troubleshooting, and maintenance/repair procedures on primary system and system sub-assemblies, as well as ancillary head and helmet mounting hardware. NVD technicians shall be capable of using common and special tools, support, test, and diagnostic equipment necessary to troubleshoot, maintain, and repair NVDs. NVD technicians shall be capable of completing necessary turn-in/de-militarization actions when required. Maintenance actions include, but are not limited to, operator PMCS, system purging, low and high light resolution testing, electrical troubleshooting, lens cleaning, eyepiece and objective lens troubleshooting/refocusing/replacement, maintenance/repair/ replacement of damaged optical system components, rear cover and component troubleshooting/maintenance/repair/replacement, wired housing troubleshooting and replacement, image intensifier tube troubleshooting and replacement, black spot check, collimator troubleshooting and replacement. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Unclassified. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009. ELIGIBILITY The applicable NAICS code for this requirement is 333314, "Night Vision Optical Devices Manufacturing," with a Small Business Size Standard of 750 Employees. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than 15, 8.5x11 inch pages, font no smaller than 10 point) demonstrating ability to provide the services listed in this Sources Sought/Market Survey. Services should be listed in bullet format. No phone or email solicitations with regards to the status of the subsequent RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Patrick Siemon, in either Microsoft Word or Portable Document Format (PDF), via email to patrick.d.siemon.civ@mail.mil no later than 04:00 p.m. EST on 20 May 2019 and reference this sources sought number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required services, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, CAGE Code, business size and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
