Sources Sought Notice The Regional Contracting Command-Afghanistan is issuing this sources sought synopsis as a means of conducting market research to identify potential parties having an interest in and the resources to support this requirement for Radio in a Box Broadcasting Systems. The result of this market research will contribute to determining the method of procurement. 1. Product Description Radio in a Box (RIAB) broadcasting system used to broadcast public messaging over radio frequencies. Prime contractor should deliver RIAB system capable of 88-108 MHz coverage; Log periodic type broadband antenna with two options; 4 bay omni-directional 6 dBd power gain; Directional antenna, 7 dBd power gain, 52 degree horizontal half power beam width; Mountable to masts, pipes or other round objects up to 2.376" diameter; Two (2) antenna cables; 1 - 50' RG-213 w/Type N connectors; 1 -100' RG-213 w/Type N connectors. RIAB system should also have AM Operations capability; High efficiency frequency agile antennas; Tunable over the range of 1197 to 1710 KHz; Includes vertical radiator, guy cables, ground counterpoise, and feeder cables; Antenna Tuning Unit has comprehensive metering for easy tuning: Serves as an integrated base support insulator for vertical mast; Provides antenna tuning and impedance matching between transmitter and antenna; Resonates radial wires to reduce electrical losses in the ground; Provides static drain and lightning protection for antenna system and requires ground rod attached ATU; Metering system allows proper adjustment of ATU. Frequency Range AM Operation 1197 to 1710 KHz, frequency agile; Systems supports both 10 KHz to 9 KHz channel spacing; FM Operation 87.5 to 108 MHz, frequency agile; Systems supports 200 KHz channels with 15, 25 or 50 us. Pre-emphasis Power: 120 Volt, 60 Hz AC power with portable generator or local power Broadcast Coverage AM Operation City Grade coverage (typically 6mv/meter within 5 miles from the antenna depending on soil conductivity, daytime and RF propagation conditions FM Operation Reliable coverage to 15 miles radius with omni-directional antenna; additional distance possible with a directional antenna; actual coverage dependent on the height of the transmit and receive antennas, length of feeder cables and of antenna orientation. The request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. This sources sought is not binding the Government to enter into any contract action. This sources sought is being issued as an invitation to all capable businesses that are interested in becoming prospective vendors. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. The government will evaluate market information to ascertain potential market capacity to provide the requested supplies that are consistent in scope and scale with those described in this notice and otherwise anticipated. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. 2. JCCS requirement: All vendors responding to this source selection must be registered and have a current status in Joint Contingency Contracting System (JCCS) website https://www.jccs.gov. All vendors that do not comply will not be considered for this requirement. 3. Submission Instructions: Interested parties who consider themselves qualified to fulfill the above-listed requirement are invited to submit a response to this Sources Sought Notice by 5:00 P.M. Afghanistan time on April 29, 2019. The interested parties shall provide a statement verifying that they possess the necessary skills and resources required to perform this service.
