This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The Regional Contracting Center-Afghanistan (RCC-A) has an urgent need for training and exercise (TREX) services. The contractor shall provide all personnel, equipment, supplies, out-of-theater transportation, tools, materials, supervision, and other items and non-personal services necessary to provide a full range of Force Protection, Military Training, Advisor Training, and Training and Exercise Services in support of the U. S. Government’s mission in Afghanistan. Contractor shall identify and deploy advisory and training teams with current and relevant expertise in force protection and security force assistance training, instruction, analysis, and support to establish and maintain organic training capabilities. Period of Performance: Base Period of 2 June 2020 to 1 December 2020; Option Period of 2 December 2020 to 1 June 2021 Place of Performance: The work to be performed under this contract will be performed primarily in CJOA-Afghanistan, with expected travel to additional US installations within CENTCOM (i.e. Kuwait and Qatar) as well as other NATO installations in EUCOM (in support of SHAPE/JFCBS tasking). Required travel outside of these locations will be added to the LOA and must be approved by the KO. All Contractor personnel must have extensive experience working on classified networks in classified settings and interfacing with joint military and governmental interagency in deployed environments. All mandatory minimum security clearance levels for all personnel are DoD SECRET. Where minimum education or experience will be specified as a prerequisite, the Government may consider any relevant substitution or combination thereof deemed appropriate. Every staff member shall possess a functional understanding of the regional, political and cultural context of Afghanistan; shall be highly motivated with an elevated level of initiative, tact and diplomacy, capable of superior interpersonal and interactional skills; shall be willing and fully capable of operating in a culturally and religiously diverse environment and be sensitive to the Afghan people with which they work during performance of this contract. All prospective vendors must be registered in the System for Award Management (SAM). Vendors interested in participating in this acquisition shall submit the following: 1. Company Name 2. Company DUNS and CAGE Code 3. Capability Statement. This statement shall demonstrate the vendor’s successful performance of contracts similar in scope and size. Vendors are encouraged to submit up to three similar contracts either completed or currently performing. To demonstrate successful performance, the vendor shall provide a (1) summary of project scope (2) dollar value of project (3) project period of performance (4) Awarding Contracting Officer name, phone number, and email address.
