The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Ontash & Ermac, Inc upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL’s Signature Physics Branch in Hanover, NH has a requirement for one (1) Laboratory Frequency-Domain and Time-Domain Induced Polarization Data Acquisition System with the following specifications: Measures frequency-domain and time-domain induced polarization signatures Measure the phase and magnitude response over a frequency range of 0.01 Hz through 20kHz or greater. Transmitting (Stimulus) impedance 100 milliOhm Differential sensing impedance greater than 3 GigaOhm Simultaneous sampling, not multiplexed. Minimum of four transmitting (stimulus) and 8 receiving (sensing) ports Self-contained receiver and transmitter unit Must come with durable shipping case Provide user and technical support Ontash & Ermac, Inc. is the sole manufacturer and distributor of their Laboratory Frequency-Domain and Time-Domain Induced Polarization Data Acquisition System. Ontash & Ermac, Inc. developed the only commercially available multi-channel spectral induced polarization system capable of simultaneous laboratory measurements over the frequency range of 0.1 Hz through 20kHz. The system is multichannel with user defined frequency intervals over the frequency range. Additionally, the only other system capable of similar measurements cannot make the measurements simultaneously severely impacting measurement efficiency. This system is uniquely capable of providing the results necessary to test the hypotheses posed in an ongoing research program. The system’s capabilities are useful for many types of ERDC wide subsurface imaging research including dam and levee characterization, tunnel detection, permafrost mapping, etc. The associated North American Industry Classification System (NAICS) code is NAICS 334515, which has a size standard is 750 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 7 April 2021 to Lisa.A.Bernard@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
