The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to RDF Corporation upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL seeks to procure fifty-six (56) RTD/Heater Sensors DWG No. 28946. The procurement must have the following minimum specifications: The sensor sheath will be made from 0.180” 300 Series stainless steel tube approximately 3.91” in length. A 0.380” x 0.400” shoulder will be welded a one end with an additional 0.3175” 5/16-24UNF threaded shaft. Internal to the tube will be a Nichrome 80 Heater that is spiral wound on a 2.75” ceramic mandrel. Resistance of the heater will be 6.5+/- ohms at 23 degree Celsius. At the center point of the mandrel a 1000 +/-1.2 ohm at 0 degrees Celsius RTD will be positioned. The heater leads will be 12” MIL-W-16878/6 BCB 28AWG PTFE insulated silver plated stranded copper wire. The RTD leads will be 12” MIL-W-16878/6 BBB 30 AWG PTFE insulated silver plated stranded copper wire. RDF Corporation was identified as the only vendor capable of offering a product meeting the requisite specifications and interoperability requirements with CRREL’s existing RDF hardware and uniquely designed software; full interoperability is required for the system to take accurate measurements and function seamlessly while deployed in the field alongside other RDF equipment. The associated North American Industry Classification System (NAICS) code is 334419, which has a small business size standard of 750 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
