This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number W913E524Q0016 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. The associated North American Industry Classification System (NAICS) code is 238910 – Site Preparation Contractors which has a size standard of $19M. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL)’s satellite office at Fort Wainwright in Fairbanks, Alaska requires a Contractor to perform trenching and placing of fiber optic cable within the trench at the Moose Creek Dam, North Pole, Alaska. This work will be performed 9 – 13 September 2024. Requirement: Trenching for fiber optic cable installation. The Contractor is required to have previous experience performing trenching and installation of fiber optic cable as well as experience with high-density polyethylene (HDPE) fusion and testing. The vendor must have performed at least three similar services in the past five years and references from a minimum three of these services should be provided. The Contractor will provide a description of how they plan to cut the trench and place the fiber optic cable so that the technical point of contact (TPOC) for this contract can determine if the method of installation is satisfactory to CRREL. Please reference the attached RFQ for full details of the requirement as well as instructions and all applicable provisions and clauses. Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The following factors will be used to determine the most advantageous offeror to the Government: 1) ability to meet the technical and performance requirements listed in the PWS; 2) ability to meet the experience requirements listed in the PWS and Section L of the RFQ; 3) ability to meet the period of performance requirements (9 September through 13 September 2024); and 4) price. A technically acceptable quote is one that clearly represents the ability to satisfy the minimum specified requirements outlined in Section C, Performance Work Statement (PWS), and the quote submission Instructions to Offerors outlined in Section L of the attached RFQ. The basis for award will be an acceptable offer, the price of which may not be the lowest.
