The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Polaris Sensor Technologies Inc. upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL intends to procure one (1) new Polaris Sensor Technologies, Inc. BRAND Pyxis Polarizing long-wave infrared (LWIR) camera and associated cabling, data acquisition unit, environmental enclosure, and any miscellaneous hardware needed for use. This camera will be used in tandem with our current existing Polaris camera of the same brand/model to support ongoing research detecting sub-surface thermal anomalies caused by buried objects under varying environmental scenarios. Requirement: The equipment required by CRREL shall fulfill to the following specifications: Operating band of 7.5 - 13 ± 2 microns and no less than 320 x 240 pixels. Temperature: the capability to record temperature with an accuracy of <3^o C Polarization detection: the capability to record varying degrees of polarity. Uncooled UAV deployable: Weigh <5 lbs and Voltage Direct Current (VDC) input < 12 V GigE or USB interface Wavelength: ~7.5 – 13 ?m (± 2 ?m) Resolution: > 320 x 240 pixels Field of View (FOV): >= 20^o (minimum of 20 degrees, but anything larger would be desirable) Operating T: 0^o-50^o C Frame: >10 Hz Frame Rate: 30.0 frames per second Lens: 20mm f/0.85 lens shall be included Polaris Sensor Technologies Inc has been identified as the only source capable of fulfilling the Government’s requirement. The Polaris Sensor Technologies Pyxis Polarizing LWIR camera is manufactured by Polaris Sensor Technologies Inc is the sole exclusive North American distributor for it. There are no other authorized resellers. CRREL has verified this information. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
