The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) Force Projection and Sustainment Branch (FPSB) in Hanover, New Hampshire intends to award a contract on a sole source basis to Vectornav Technologies, LLC upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL intends to procure a Vectornav Technologies rugged small form-factor dual antenna GNSS/IMU unit for offroad autonomy with the following specifications: Be ruggedized to IP 68 per IEC 60529, against Vibration & Shock (MIL-STD-810G), Temperature (DO-160G), EMI & Radiation (MIL-STD-461G), Electrical (MIL-STD-1275E) Be contained in a case less than 57mm x 57mm x 32mm Possess dual antenna GNSS compass capability to an accuracy of 0.6 degrees RMS at 0.5m separation or less Have a free inertial position drift of 0.5 cm/s^2 or slower Admit RTK-GPS corrections Have magnetic heading error of 2.0 degrees RMS or less Have a static Pitch/Roll Accuracy of 0.05 deg or less Have a lower operating temperature limit of -40C or colder Have a horizontal position accuracy of 1 m or less Have a vertical position accuracy of 1.5 m or less Have C/C++ ROS libraries Have an output data rate of 400Hz or greater Vectornav Technologies, LLC has been identified as the only vendor capable of offering a product meeting the Government’s requirements of dual antenna GNSS/IMU capability, ruggedization, small form factor, and horizontal/vertical accuracy requirements. Vectornav Technologies LLC is sole distributor of its manufactured products in the USA. As such, it is the only source available to meet the Government’s requirement. The associated North American Industry Classification System (NAICS) code is 334511, which has a size standard of 1,250 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM EST, 22 May 2023 to william.a.mcfarland@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. To be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
