This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number W913E522Q0027 is being issued as a request for quotation (RFQ). This requirement is a total set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 335999 – All Other Miscellaneous Electrical Equipment and Component Manufacturing. The United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL)’s Engineering Resources Branch (ERB) in Hanover, NH requires an AC load bank for a cold capable battery energy storage system (CCBESS) to assess testing capabilities in extreme cold regions. Specifications: The following specifications are essential to support the Government’s research and to inform a longer-term body of research investigating cold regions performance and capabilities of CCBESS battery modules for other DoD applications: Load Bank General Specifications: Resistive reactive load bank Capable of testing at 208-VAC Power rating of at least 500 kW /625 kVA at 208-VAC Capable of testing at 50/60 Hz Three-phase Operational characteristics: Must be compatible with instrumentation setup (National Instruments with Labview), or compatible software must be supplied Capability to function at cold temperatures (down to -20 °C) desired but not mandatory Size/Weight: Unit should permit reasonable mobility (portable/cabinet/trailer) Necessary accessories: Windows Graphical User Interface application software (if applicable) Lab view drivers (if applicable) Please reference the attached RFQ for instructions and applicable provisions and clauses. The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible quote.
