This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E522Q0003 is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 335911 – Storage Battery Manufacturing, which has a size standard of 1,250 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a brand name requirement for eight (8) Brenergy High Energy 24V-6T Lithium-Ion Batteries (p/n BT-70939M-TPB/TPA) and eight (8) communications cables (p/n BTA-70939M-2) both manufactured by Bren-Tronics, Inc. The purpose of these batteries is to assess the cold start capabilities of cold weather lithium-ion batteries for use in a Stryker Combat Vehicle in extreme cold regions. The batteries accommodate data acquisition systems and data collection equipment, such as thermocouples, for monitoring purposes. The field testing requires the aforementioned equipment due to their MIL-PRF-32565B compliance and their superior performance under extreme cold conditions, as well as the model specific BTA-70939M-2 communications cables for monitoring battery health. Bren-Tronics’s Brenergy High Energy 24V-6T Lithium-Ion Battery was the highest performing battery technology during the previous phase of this work and meets all MIL-PRF-32565B requirements. Other MIL-PRF-32565B compliant battery technologies were investigated but did not achieve the same level of performance as the Bren-Tronics battery. Therefore, the Bren-Tronics’s Brenergy battery series and its cables were selected for the next phase of testing for the Cold Regions Vehicle Start Stryker Battery Testing. Additionally, procuring the Brenergy model batteries and cables avoids the excessive cost associated with testing new products which would create substantial duplication of cost to the Government and cause unacceptable delays in fulfilling the agency requirements. Please reference the attached RFQ for applicable provisions and clauses. The following factors shall be used to evaluate offers: ability to provide the required brand name requirements and price.
