The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) Engineering Resources Branch in Hanover, New Hampshire intends to award a contract on a sole source basis to Sensors Unlimited, Inc. upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL intends to procure four (4) Sensors Unlimited 640CSX Micro-SWIR Cameras to support vehicle mobility testing. The SWIR cameras must have the following specifications: General Requirements: • Suitable for Optionally Manned Autonomous Vehicle mounted applications • Image Analysis Software included • Range of lenses available to suite use case • Weight: Less than 45 grams (not including lens) • Size: Less than 32 x 32 x 30 mm (not including lens) • Rugged: MIL-STD-810G compliant SWIR Camera Sensor Technical Requirements: • 640x512 resolution SWIR Imaging Camera • Area style sensor (Not push broom or line camera) • Sensitivity range: 0.7 µm - 1.7 • Interface: 12 Bit Camera Link • Lens Type: C-Mount • Shutter: Global • 12.5 Micron Pixel Pitch • Temperature range: -40?C to 70°C (Operating Case Temperature) Sensors Unlimited 640CSX Micro-SWIR Camera is the only existing model that offers the features and configuration necessary to meet all factors relevant to CRREL’s requirement. Specifically, Sensors Unlimited 640CSX Micro-SWIR Cameras are fully integrated SWIR imaging solutions that satisfy both the critical specifications and form factor necessary to deploy on existing CRREL Vehicle systems and UAS assets. Similar products from competitors do not offer the combination of technical specifications necessary to collect high quality, relevant data. Sensors unlimited is the sole manufacturer and distributor of the 640CSX, therefore the only option for procurement of the required sensor. The associated North American Industry Classification System (NAICS) code is 333316, which has a size standard of 1000 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, Friday, 9 September 2022 to kasey.t.davis@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
