This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number for this request for this request for quotations (RFQ) is W913E521Q0006. The associated North American Industry Classification System (NAICS) code is 335911 – Lithium batteries, storage, manufacturing. Small business size standard is 1,000 employees. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL)’s Engineering Resources Branch (ERB) in Hanover, NH has a requirement for three (3) Lithium Ion Battery Module and three (3) Quick start battery kits. The batteries will need to accommodate data acquisition systems and data collection equipment, such as thermocouples, for monitoring purposes. The batteries should have the following specifications: At least 1100 A CCA at -18 °C with no pre-heating At least 400 A CCA at -40 °C with no pre-heating Maximum continuous discharge current of at least 300 A Ability to be configured into parallel battery array Operational temperature range of -46 °C to +71 °C (-51 °F to +160 °F) Unit should meet MIL-PRF-32565 size requirements Unit weight should permit reasonable mobility of unit (30 kg or less) Compatible with MIL-STD-1275 compliant vehicle charging systems *All other parameters of the batteries not specified must meet MIL-PRF-32565 requirements* Necessary accessories: Quick start kit/battery interface/way to monitor battery health, if not integrated into battery assembly Shipping: Shipping/delivery should be included in the contractor’s quote; ship to CRREL, 72 Lyme Rd, Hanover, NH 03755. Please reference the attached RFQ for applicable provisions and clauses. The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible quote. The following factors will be used to evaluate offers: ability to meet the required technical specifications and price.
