This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E521Q0014 is being issued as a request for quotation (RFQ). This requirement is a total set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 238330 – Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard is $16.5 million. The Cold Regions Research and Engineering Laboratory’s (CRREL) Management Integration Office (MIO) has a requirement for design and installation of a geothermal heating system at the Permafrost Research Tunnel located in Fairbanks, AK. The Contractor shall provide all resources necessary to accomplish geothermal heat pump design and installation tasks as described in the Performance Work Statement (PWS). Please reference the attached RFQ for applicable provisions and clauses. The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible quote. The following factors shall be used to evaluate offers: ability to meet the required technical, performance, licensure/certification, and past performance requirements listed in the PWS and Section L, Instructions to Offerors; and price.
