This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number for this request for this request for quotations (RFQ) is W913E520Q0012. The associated North American Industry Classification System (NAICS) code is 334513, which has a size standard of 750 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for to procure one (1) temperature controlled optical stage, known as a nanoliter osmometer, to support a variety of research experiments for controlled optical stage that will be used for variable temperature crystallization studies in temperature and humidity controlled environments. Requirements: The requested system must possess the following capabilities: Must maintain operation over the range of -40 C to +60 C with a precision of 0.002 C Must have a setpoint stability of 0.001 C around zero and be capable of simultaneous video-temperature recording Must contain the cold stage, copper matrix with holes, controller, controller keys, as well as all necessary power, control and network cables. Shipping: All shipping charges shall be included in the total quoted price; FOB Destination: CRREL, 72 Lyme Road, Hanover, NH 03755. Please reference the attached RFQ for the Purchase Description (PD), as well as all applicable provisions and clauses. The Government intends to award a firm fixed-price contract resulting from this solicitation. The following factors shall be used to evaluate offers: a) Technical capability of the offeror to meet Government's requirement in its entirety b) Delivery Schedule c) Price All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government reserves the right to award to other than the lowest price if an offer is found technically acceptable and the proposed performance delivery schedule is more favorable than that of other offers. The delivery date shall be NLT 01 June 2020.
