The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Environmetrics & Statistics Limited (doing business as Envirostat) upon the basis of the authority provided at FAR 13.106(b)(1). The requirement is to provide engineering and consultation support with development of test plans, field and laboratory sampling procedures, test reports, technical reports/journal articles, the cost and performance report, and the final report. It shall provide field support for detonation tests taking place on Joint Base Elmendorf Richardson (JBER), Anchorage, AK in March 2019 & February/March 2020. This project requires that the Contractor must be an expert in Multi Increment® Sampling and environmental statistics. As the primary developer of Multi Increment® Sampling, Environmetrics & Statistics Limited (doing business as Envirostat) was identified as the only vendor with the expertise to perform the required testing services. Environmetrics & Statistics Limited (doing business as Envirostat) is the only known vendor who can meet the requirements. This effort represents services that are deemed to be available only from one responsible source since this is a follow-on to contract number W913E518P0029, which expired 31 January 2019, for the continued provision of highly specialized services. The associated North American Industry Classification System (NAICS) code is 541690, which has a size standard of $15,000,000.
