This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E519T0006 is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 333415 - Air-conditioning and warm air heating equipment and commercial and industrial refrigeration equipment manufacturing. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement delivery and installation of 20 refrigeration tons or greater of refrigeration capacity in two chiller-compressor units mounted on a single wheeled carriage for interface with a 24-foot gauge rail system at the Geophysical Research Facility (GRF). This system shall comprise two compressors for redundancy, powering three low-profile Air Handler Units each which shall be installed within the GRF roof with piping connecting them to the wheeled carriage. This system shall be provided with all pumps, valves and piping required to operate with all equipment delivered to CRREL for installation at the GRF. Please reference the attached RFQ for applicable provisions and clauses. The following factors shall be used to evaluate offers: ability to meet the required technical specifications, schedule, and price. Technical Capability/Schedule 1. The Offeror's quote must contain pricing for all deliverables and services listed in Section C, Description of Requirement. 2. Offeror's quote shall show that every specification is met or exceeded as listed in Section C, Description of Requirement. 3. Offeror's quote must demonstrate that it employs personnel with an HVAC&R Technicians license from a reciprocal state, NATE, or other equivalent recognized certification. Proof of licensure is required with quotes. 4. Offeror must be able to supply and install a fully functioning system by 1 November 2019. Failure to demonstrate or to complete any of the above requirements will result rejection of the offeror's proposal. Pricing: The quote shall include prices for contract line item numbers (CLINs) 0001 (supply) and 0002 (installation services). Failure to submit prices for any of the items required will deem a quote non-responsive and no consideration for award will be given. The fixed prices proposed for the aforementioned CLINs, if deemed fair and reasonable, will become part of the award. Total evaluated price (TEP): Quoted prices will be evaluated based on TEP, which will be calculated by adding quoted prices for all CLINs.
