This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Please find the attached formal request for quote (RFQ). The solicitation number for this RFQ is W913E519T0005. The associated North American Industry Classification System (NAICS) code is 334519 - Other measuring and controlling device manufacturing, which has a size standard of 500 employees. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for purchase of a fiber optic sensing system. Offerors shall provide prices for all items listed in Section B of the attached RFQ and as specified in Section C, Description of Work. Evaluation Factors: Schedule; technical capability to meet the government's requirements; price. Technical Capability/Schedule 1. Offeror must be able to deliver or ship the complete system and training by 24 September. 2. Offeror's quote shall specify if, and to what extent, its proposed system can meet the range of key system attributes listed in Section M, Evaluation Factors for Award. Offerors must provide evidence (data analyses) that shows to what agree its proposed system achieves or approaches the key system attributes. 3. The Offeror's quote must contain pricing for all deliverables, services, and options listed in Section C, Description of Requirement. Failure to demonstrate or to complete any of the above requirements will result rejection of the offeror's proposal. Pricing: The quote shall include prices for contract line item numbers (CLINs) 0001, 0002 (to be filled out in Section B table), 0003 (price to be broken down into kit components in Section B narrative), 0004, 0005, and 0006. Failure to submit prices for any of the items required will deem a quote non-responsive and no consideration for award will be given. The fixed prices proposed for the aforementioned CLINs, if deemed fair and reasonable, will become part of the award. Total evaluated price (TEP): Quoted prices will be evaluated based on TEP, which will be calculated by adding quoted prices for all CLINs, to include option prices for all lengths of cable, and to include the price for on-site OR offsite training, whichever is selected, based on Government funding availability and scheduling.
