The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This is not a request for proposals or quotes. No reimbursement will be made for any cost associated with providing information in response to this notice. This notice does not represent a commitment by the Government to issue a solicitation or award of contract. “Life Support / Logistics & Operations Services” are contemplated under a competitive and / or sole source Blanket Purchase Agreement (BPA) in support of Ohio Army National Guard (OHARNG) units training within the State of Ohio. The OHARNG anticipates Master BPA agreements with a maximum value of $900,000.00 with intent to hold these BPAs open until the maximum value is reached. This action will be solicited as a total small business set-aside. NAICS Code: 562991, “Septic Tank and Related Services.” This NAICS is the small business size standard. Portable Toilets are the predominant service needed at all training locations. Interested parties shall submit a completed "Sources Sought Form" by email to the contract Specialist, Amanda Britton, Amanda.L.Britton4.civ@mail.mil. The life support / logistics & operations services are required to support Soldiers completing Annual Training (AT), and Inactive Duty Training (IDT) in a field environment within the State of Ohio. Approximately 90% of these field training events occur between the months of March – November. Locations: Camp James A. Garfield Joint Military Training Center (CJAG), Ravenna, Ohio (Approximately 85% of training requiring these services occur at CJAG.) Camp Sherman Joint Training Center, Chillicothe, Ohio (Approximately 10% of training requiring these services occur at Camp Sherman.) Rickenbacker Air National Guard Base (RANGB), Columbus, Ohio (Approximately 3% of training requiring these services occur at RANGB.) Camp Perry Joint Training Center, Port Clinton, Ohio (Approximately 2% of training requiring these service services occur at Camp Perry.) Services Required: Portable Diesel Lights Deliver / Stage, four-lamp, diesel powered, towable light towers. Lights will be used in the living and working areas utilized during dark hours. Offeror will be required to stage, install, operate, and refuel during the service. Refrigeration & Freezer Truck Deliver / Stage one 53 foot refrigerated system (at 36*)with diesel powered engine for storing refrigerated perishable and semi-perishable rations. Deliver / Stage one 53 foot freezer system (at 0*) with diesel powered engine for storing frozen rations. Offeror will be required to stage, install, operate, and refuel during the service. Portable Shower Trailer Deliver / Stage eight-stall portable trailer (approximately 36’ x 14’ x 13’). Shower Trailer shall have two sides (separation of males and females), each side furnished with a double sink, mirrors, and four shower stalls with individual changing areas and individual shower faucets. Each sink & shower shall have fresh hot and cold water for use. Shower Trailer rental shall include water tankers, filling of water tanks daily, disposal of gray water daily, propane, plumbing well pump and pressure tanks and all lines, power generation and fuel for generator daily. Contractor shall clean the portable showers on a daily basis. Environmental Control Unit Deliver / Stage & refuel 30 ton air-conditioning, diesel-powered environmental (temperature) controlled units (ECUs). Generally only requested during warm / hot summer months. Offeror will be required to stage, install, operate, and refuel during the service. Diesel Generator Deliver / Stage / Refuel diesel powered generators to support the operation of diesel lights, diesel refrigeration and freezer, and diesel powered shower trailers, if they are not self-sustaining / generating. Distribution panels are available to tie in the two trailer clusters. Offeror will be required to stage, install, operate, and refuel during the service. Trash Dumpster Deliver / Stage Trash Dumpster Dumpsters shall be emptied, at a minimum, every other day. Dumpsters must maintain 10’ of space surrounding the dumpsters to minimize rodent infestation. Portable Toilets Deliver / stage portable toilets stocked with liquid hand sanitizer and toilet tissue. Toilets shall be serviced / emptied daily with complete interior sanitation, and replenishment of liquid hand sanitizer, toilet tissue. Handwashing Station Deliver / stage hand washing stations stocked with non-potable water, liquid soap and paper towels. Handwashing stations shall be serviced daily with complete sanitation, liquid hand sanitizer, toilet tissue, and removal of waste and gray water. Offerors providing services must be available twenty-four-hours a day, with a three-hour window to correct service issues / malfunctions / failures after notification. Delivery, staging, re-fueling / dumping / grey water removal / cleaning, / maintenance etc., will be required after hours and on weekends depending on the training schedule.
