DRASH TENT REPAIR / REPLACEMENT PARTS -FOR- THE OHIO ARMY NATIONAL GUARD (OHARNG) PRESOLICITATION REQUEST FOR QUOTE (RFQ) W91364-19-Q-0008 1. ADMINISTRATIVE 1.1 The Ohio Army National Guard (OHARNG) seeks to procure through Other Than Full and Open Competition, brand name, FAR 6.302-1(c), replacement DRASH tent parts to maintain and restore current DRASH equipment to operational status. 1.2 This acquisition will result in a Firm-Fixed-Price contract. 1.3 The contract will be based on NAICS code 314910 and PSC 8340. 1.4 This procurement is a 100% Small Business set-aside. The prospective awardee must be registered as a small business in SAM.gov to be eligible for award. 1.5 The Contractor must be registered with the System for Award Management (SAM) (SAM.gov) to be awarded the contract. The Contractor must not appear on the Excluded Parties List System (EPLS) (EPLS.gov) and must be eligible to receive award of a contract by the Government. 1.6 QUOTE SUBMISSION: Quote submissions must be received no later than 12:00 PM Eastern Standard Time on 12 July 2019. Quotes shall be submitted through electronic submissions via email to Amanda.L.Britton4.mil@mail.mil or through FBO.gov. 1.7 Offeror must return the attached FBO CLIN PKG document or similar CLIN price structure document to be considered for award. 2. EVALUATION CRITERIA 2.1 OHARNG intends to evaluate quotes and make award without discussions. A Contractor may clarify certain aspects of a proposal or resolve minor or clerical errors. OHARNG reserves the right to communicate with any Contractor so as to better understand a Contractor's proposal, validate interpretation and assumptions of the proposal; or facilitate OHARNG's evaluation process. Such communications shall not be used to cure proposal deficiencies, material omissions, materially alter technical or price elements, and/or otherwise revise the proposal. 2.2 Quotes will be evaluated, and selection for award made, IAW Federal Acquisition Regulation (FAR) 12.602, ‘Streamlined Evaluation of Offers'. Selection for award shall be based on a comparative assessment of proposals against all source selection criteria in the solicitation. The following factors will be used: Factor 1 - Cost/Price.
