The action included herein is to satisfy a new requirement to develop and implement a web-based case management, complaint tracking, and program management and reporting application for Military Equal Opportunity (MEO) and civilian EEO professionals at the NGB headquarters, and for use by MEO and EEO professionals within the 54 States, Territories, and District of Columbia National Guard organizations to satisfy the Elijah E. Cummings Federal Employee Antidiscrimination Act of 2019 and 29 CFR Part 1614. This requirement has not previously been acquired by the National Guard Bureau (NGB) via contract. A firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) contract will be used to meet the requirement. Fiscal Year (FY) 2023 Operation and Maintenance, Army National Guard (Treasury Symbol 2065) funds will be used for the initial period of performance. Operation and Maintenance funds will be used for any orders placed throughout the life of the contract. The Government contemplates meeting the complaints management database requirement by awarding a single, firm fixed price, IDIQ type contract to Tyler Federal, LLC, for the licensing, maintenance, training, and customization of their Case Management Development Platform. Any interested party should provide a capability statement (no longer than 8 pages) that describes their off-the-shelf solution and its functional capabilities to satisfy EEO and MEO complaint tracking, Reasonable Accommodation and Anti-Harassment case management, and program management and reporting. Interested parties shall also include evidence or reference within the capability statement of active license use of thier product within the Army or Air Force. Finally, insterested parties shall also include a discussion on capability to export data to Advana.
