Brief description of supplies or services required and the intended use: The Counterdrug Division (NGB-J32) requires Counterdrug Threat Based Resourcing Model (TBRM) support and training/consulting services to meet its mission requirements. The contractor shall provide access to its web-based statistical modeling system that allows the Government to conduct statistical analysis and modeling. The system must be able to develop and distribute surveys. The system must be able to compute the statistical weights for each of the 54 states and territories using the Analytical Hierarchical Process (AHP) based on survey question responses as well as data uploaded by the Government. In addition to system access, the Contractor must provide survey training materials, training services, and consulting services. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: NGB-J32 has utilized Expert Choice Inc. modeling software since 2011 for the TBRM requirement. Due to the significant time and resources invested into the development of TBRM model using the Expert Choice software, it would be resource intensive, time consuming, and costly to switch from the current software platform to another platform. Switching vendors would involve the conversion of past TBRM data into a new format and the extensive testing of the new model. NGB-J32 estimates that multiple subject matter expert personnel (five to ten) would be needed to convert the current TBRM to a new software platform which would result in up to $977,000 in personnel costs and would take approximately one year to complete.
