The National Guard Bureau (NGB) intends to extend the period of performance of contract #W9133L15C0055 from 1 February 2020 to 30 September 2020 (eight months). This extension has been classified as an out of scope modification. The contract provides support services for the following: Sustainment Information System (SIS), Software Engineering Technical Assistance (SETA) Support and Global Combat Support Service-Army (GCSS-A) NGB intends to modify the existing contract, because it is vital for services to remain with the current contractor, Janus Research Group, Inc., as they are the only responsible source and no other services will satisfy agency requirements IAW 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1(a)(2)(iii)(B). This increased effort was unforeseen at the original time of solicitation/award. Competition was not sought for this extension as the Government is currently finalizing a competitive acquisition in the form of a new contract award for the follow-on requirement. NGB anticipates an award no later than late September 2020. In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1500 ET on 30 December 2019. Responses must be submitted in writing to the Contracting Officer, Mr. Mark Fitzgerald, via email at mark.h.fitzgerald.civ@mail.mil and the Contract Specialist, SFC JVanne Yancy, via email at jvanne.y.yancy.mil@mail.mil no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
